**Re: FCC ET Docket No. 13-84 — Human Exposure to Radiofrequency Electromagnetic Fields** To the Federal Communications Commission: My name is Elizabeth Anne Dunlap. I am a Colorado resident, a medical visualisation specialist with a master's degree in Medical Visualisation and Human Anatomy from the University of Glasgow, and an individual living with severe electromagnetic sensitivity (ES). I am submitting this comment to urge the FCC to reconsider its radiofrequency exposure guidelines in light of contemporary scientific research, reported health effects, and the lived experiences of people whose health and ability to participate in ordinary society are profoundly affected by their electromagnetic environments. **1. Existing RF exposure standards are inadequate** The FCC's existing exposure limits are largely based on protection against established adverse effects associated with tissue heating. These standards do not adequately resolve questions concerning potential biological effects of long-term, low-intensity, pulsed, or cumulative RF exposure. Research into oxidative stress, cellular signalling, neurological function, and other biological responses warrants continued independent investigation. The absence of scientific consensus about the clinical significance of reported non-thermal effects should not be mistaken for proof that all exposures below existing limits are harmless. **2. Electromagnetic sensitivity is a serious accessibility issue** My own experience illustrates the practical consequences of electromagnetic sensitivity. I experience severe physical symptoms that I associate with exposure to wireless infrastructure and devices, including migraines, stabbing pain, dizziness, burning sensations, nausea, and significant sleep disruption. These experiences have fundamentally altered my ability to work, travel, obtain housing, access public services, and participate in community life. I have invested considerable resources in modifying my living environment, including removing wireless equipment, using wired communications, and implementing electrical and RF mitigation measures. Regardless of ongoing scientific disagreements about the causes of electromagnetic sensitivity, the functional limitations experienced by affected individuals deserve serious consideration and appropriate accommodation. **3. The public needs meaningful opportunities to reduce exposure** Wireless technology is increasingly difficult to avoid. Smart meters, cellular infrastructure, wireless routers, connected appliances, and other transmitting devices have become pervasive in residential and public environments. People who wish to minimise their exposure should have practical, affordable options, including: - Access to wired telecommunications and internet services. - Non-transmitting utility meters and alternatives to mandatory wireless equipment. - Transparent information about RF emissions and infrastructure deployment. - Consideration of residential proximity and cumulative exposure when evaluating wireless installations. - Preservation of environments where individuals can live and work with reduced RF exposure. **4. Independent research and modernised exposure assessment are essential** The FCC should support a transparent review of peer-reviewed research, including studies examining biological endpoints beyond tissue heating. Exposure assessment should consider realistic conditions involving multiple transmitters, variable signal characteristics, chronic exposure, and populations with differing health circumstances. The Commission should also meaningfully address the findings and concerns raised by independent researchers, clinicians, and affected communities rather than relying exclusively on historical exposure assumptions. **5. Requested FCC action** I respectfully request that the Commission: 1. Reassess the scientific basis of its RF exposure limits through an independent, transparent, multidisciplinary review. 2. Evaluate evidence concerning non-thermal biological effects and long-term exposure. 3. Consider cumulative and real-world exposure conditions in future regulatory decisions. 4. Protect access to wired alternatives and reasonable accommodations for individuals reporting electromagnetic sensitivity. 5. Improve public participation, disclosure, and accountability in decisions affecting residential RF exposure. The Commission's responsibility extends beyond facilitating wireless communications. It must also give serious consideration to public health, accessibility, and the ability of Americans to make informed decisions about their environments. For individuals such as myself, this is not merely an abstract scientific debate. It concerns the ability to maintain a home, pursue a profession, obtain essential services, and live with dignity. Before addressing the core matter of this submission, I must formally object to the absurd and needlessly restrictive architecture of the FCC’s public comment system. It is painfully obvious that this interface is designed to suppress public participation rather than encourage it, effectively shutting out the average citizen from participating in having their concerns heard and considered. Unlike the Department of Health and Human Services, which transparently routes public feedback through their centralized, user-friendly Regulations.gov portal, the FCC forces the public to navigate its own proprietary Electronic Comment Filing System. The FCC’s system does not even allow simple keywords and instead the user must use a highly specific numeric docket number (13-84) just to find the submission box. Unless you are actively tracking the court transcripts of current lawsuits against this agency, you will not know about this bracket number. By burying public comment portals behind an obscure and independent interface, the FCC has built a systemic barrier to entry. If a regulatory agency genuinely cares about public input, its systems should be built for the public, not just for corporate lawyers in insider litigants. But this is not merely a problem with how the FCC receives public comments. It is a problem with what happens when those comments are made and the agency fails to adequately respond to the human consequences. My complaint is real. It is personal, documented, and ongoing. As you are fully aware, the current RF exposure guidelines date back to 1996. In more than 30 years since those guidelines were established, wireless technology and the number and proximity of wireless transmitting facilities have changed dramatically. Yet the regulatory framework governing RF exposure has not kept pace with those changes. I live in Florida where state law allows communication facilities, including small wireless facilities, to be placed within public right of ways; Florida Statute 337.401. In my case, that regulatory framework resulted in a 5G small cell installation being placed on the swale adjacent to my property, 32 feet from my bedroom window. The combination of expansive telecommunications citing laws and outdated RF exposure standards has had a real consequence for my family. We have been forced to move from our home due to sickness directly related to RF exposure. I contacted the FCC directly. I explained my circumstances, documented my concerns, and provided two independent third-party reports specifically addressing the RF exposure situation at my property. I asked the agency responsible for this technology, you…the FCC, to consider what was happening to my family. I received no intervention. Looking back, you know what the court ordered you to do. The D.C. Court of Appeals found that the FCC had failed to provide a reasoned conclusion that its RF exposure guidelines adequately protected the public from harmful effects. You were directed to address those deficiencies. Yet five years later, I am living with the consequences of a regulatory system that has failed to adequately account for those concerns. I am asking the FCC to recognize that this issue is no longer theoretical. Families are living in close proximity to increasingly ubiquitous wireless infrastructure, and existing regulations must account for the realities of that environment. The public should not have to sacrifice access to their homes in order to accommodate an expanding wireless infrastructure. The FCC must comply with the law, meaningfully address the scientific evidence before it, and consider human consequences of its regulatory decisions. I'm writing in regards to the FCCs lack of response to the D.C Court of Appeals remand concerning it's decades old - radio frequency (RF) radiofrequency exposure guidelines. The FCC has had more than enough time to review and address the evidence by the 9th Circuit Court win, on August 13, 2021. This has to be done! Enough lives have already been taken and ruined! This will effect the most vulnerable and already has. I've done extensive research and the ITU BDT (R-T-D) IPEC-WB-WRC-GSR- Plenipotentiary, via the Department of State has to be stopped! We have an industry and government that are both rogue. Not only is wireless harmful it DOES cause cancers! The new P25 warnings out of CA state on the new 5GHz phones "May cause reproductive harm." Since when do we test (never tested) cell phones for RF harm, using a plastic head! Now we are dealing with smart meters, smart grid, Broadband, Wi-fi, satellites, etc. 5GHz now going to over 8GHz via WRC27. Enough is enough and start doing what is right! It may be your own lives you are saving. TRUST ME...losing my son from a cell-tower/cell-phone RF has destroyed my life and I've witnessed many others being harmed. This has to be covered by disabilities. I know people that are so disabled from being exposed that they pray to make it to another day. All of this has to be reigned in. The WEF-WB are not in charge! I've lost everything because of microwave radiation from wireless devices and am forced to camp as far from cell phone towers as possible. Cut off, isolated, exiled, by a technology known to cause biological stress.This is a crime against humanity, part of an organized rebellion against divine order.

I have been haunted by Tinnitus, dizziness, and heart arrhythmia whenever over exposed to the electromagnetic radiation, you as the supposed regulatiory agency continue to promote and authorize the proliferation of. It is widely perceived that You are operating without regard for impact to the health and well being of not only the citizenry but of all living beings within our country and beyond. The examination of public exposure levels and considering the real science in setting new regulations/guidelines is way overdue and should be considered a opportunity to meet the mission of the FCC and begin regaining the trust and respect of the populace and world. Transparency in the process will go a long way in effectively meeting your Court ordered task. FCC should request enhanced non partisan oversight from both subcommittees of the Senate and House and the GAO. Full routine reporting, open records of communications and meetings including voluntary Hearings on and throughout the process will in fact help accomplish the task. NEPA should be performed at levels that suite the biological, scientific and true impacts to the disabled and those suffering from Electrom-Magnetic-Radiation Syndrome. EMRS. This is your opportunity to shine, don't blow it or trade it away.

In about 2011, I began noticing that I was bothered by wireless radiation. It began with the newer, Flat TV's, which I could not use. Then, when cable went digital, and after that it escalated to wi-fi and cell phones. After becoming inundated by my many neighbors wi-fi, I had to leave my home and sleep in the country, because I could no longer sleep. I began sleeping in a building I had access to, which helped some. Along with sleep difficulties, the exposure caused me nerve pain up and down my middle, tingling feet, tachycardia, and more. After a hard search on what to do, trying to shield my home to no avail, I made the very difficult decision to move to Green Bank, West Virginia. My former life was not a life I wanted to leave, and like all who have come here, I spent a lot of money making the move. And I spent a lot of money on home shielding attempts. I have lived and owned a home in Green Bank area for 10 years now, and have made a life here, but still find I am frustrated at the limitations that have been placed on me and the other refugees here. At the very least, we need a place to live. A true protected area. Although Green Bank is called the "Quiet Zone," and is better than the outside world, due to no cell towers, smart meters, etc., It is far from perfect and far from the kind of quiet people who have this affliction need. For one thing, wi-fi is everywhere here and we must work around this difficulty. Those of us who suffer from this challenge have a right to a place to live on this earth. This has truly become a 'human rights issue,' and we need help.

I was living in Honolulu, HI when it opened as the first Iridium satellite gate and when the full system was activated. My health and quality of life was immediately affected. I can't sleep as well, think as well, and have had increasing health issues related to radiation exposures as the levels have increased since then. I have been diagnosed by an MD, under WHO codes, as having radiation and microwave sickness. I have had to move 4 or more times, pay to opt out of smart meters and to modify my home environment, and have lost access to public spaces. I have been forced to use cell phones while traveling, and now even for banking and government services, and have no phone at home options other than voice over internet, which is very poor quality. The more the wireless in integrated into public utilities and public spaces the sicker I have become and been forced to restrict my travel and social life. It has made me functionally disabled with no place of safe shelter and no way to communicate normally and at great financial cost. I don't need or want wireless radiation in consumer products, and I don't want highly conductive nanoparticles or semi-conductive materials in my food, medicine, clothing and household appliances and products, because it increases my sensitivity. If putting wireless objects against or near your body is not advised by manufacturers and doctors, why would anyone want to put wireless objects inside your body? Making a hand held cell phone that can't work without contact to your hand is a health hazard, and a terrible design for communication devices. I have telephone jacks in my recently built home that are now useless and the replacements are much more expensive. I don't want pulsed microwave radiation running through the wiring in my home. How about adapting the technology to people and not forcing people to pay for and adapt to new technology that only benefits the really big plans of the military and corporations that should not be involved in human eugenics or in transforming the planet into a wireless AI system.

When wireless started, I began not to feel well. Year after year more wireless "things" make it into the environment. Every year I feel worse than the year before. I have been forced to spend thousands of dollars to try to protect my health. More towers that we know now are toxic and now this Arc GIS Surveillance System has been fired up in my city and I am having major issues with my thyroid, my feet, ankles and legs are swelling and have blisters. My legs are in a great deal of pain. This all started after September 6, 2026. After the Arc GIS was installed and fired up. My hair is falling out, and I have a metal plate behind my thyroid I feel like my thyroid is being cooked and my esophagus is burning. I cannot eat solid foods because it hurts too much. I wake in the morning and go to the kitchen where I immediately feel the LED streetlights that are more powerful than ever. I have fainted in my house, had heart attacks and strokes because of streetlights that are apparently operating above 8G. I can read the signals from the streetlights I read in town, but I can't read the LED streetlights on my street. I talked to Scott McCollough about this and was told some of the streetlights are now operating at 9 or 10G. This is a death sentence for me because I have EMR-s, a well under the house and a metal plate in my neck. I have no life. I cannot go where I like and I cannot do the things I would like to be able to do once again. I would like to be able to work so I can pay my bills, but I can't because of all of the toxicities in every building and street and highway. I do not feel safe in my house. I feel like and experiment and a target. I am in a great deal of physical pain and suffering greatly. I would like all of this turned off before I expire. I should not feel the way I do, and I am so angry this is potentially ending my life. I am not enjoying this one bit. My husband has metabolic syndrome from all of this, and now he is having symptoms of EMR-s. I pray he doesn't go down because then we are really screwed. If my husband gets so sick he can't work, then what? I asked AI if all of the wireless was operating above the legal safe limit set by the FCC. It told me all of the cell towers since 2017 have been operating above this legal safe threshold. I asked what % above the legal safe limit set by the FCC the Arc GIS is operating. It said 900% above the legal safe limit. There is no oversight and no testing with mass spectrometers. There is no accountability. If this continues there will be no life. The birds are disappearing from my area, the bugs are almost gone, the bees have left the area or died, the weather modification and the constant barrage of toxins sprayed on us every day make it impossible to grow food. I want my life back. I do not want to continue to see my grandchildren and great grandchildren being harmed. I fear they will not make it to adulthood at this rate. I have had 2 of my grandchildren crying on my front porch because the wireless hurts them but they can't tell their parents because they don't want their parents talking about them the way they talk about me. That made me cry. Children are dying in my city at an alarming rate. I want it to stop and the only way it will ever stop is to take the towers down and stop using this dangerous weapon we call wireless. Before 5G I almost died from the amount of wireless I was being exposed to. When all of the wireless was turned off the rash on the top 1/3 of my body went away in three weeks. This included taking the smart meter off the house. I had Mast Cell Activation Syndrome from the smart meter and when the sending unit was removed, I could eat food again, use shampoo, wash my clothes with laundry soap. I was getting my life back and then 5G went up and is still going up. It hurts like hell. Since the Arc GIS system was turned on apparently thousands of people have been complaining about the same kinds of health issues I'm having. that's a lot of injuries. Please stop this now while we still have a chance to reverse some of the damage to humans and the environment. Thank you

I had never been around smart meters until I traveled to NC. I stayed in an Inn that had smart meters. One was outside my bedroom. I experienced four nights with very little sleep because my ears raged with extremely loud tinnitus. I have tinnitus caused by an antibiotic. The tinnitus I have is not loud and raging but a quiet form. However when in NC it raged so loudly I could not sleep! Now when I travel and have to stay in hotels I request a room as far away from smart meters as possible. If they cannot accommodate me, I move to a hotel that can accommodate me.

I suffer from a physiological response to wireless technologies. This happens when I am in a strong wifi environment and if I stay too long near electromagnetic frequencies from standard electrical pulsations. I didn’t want to believe that my symptoms and suffering would be so clearly caused by such ubiquitous daily technologies but the facts have remained- I feel the intensity of pulsed electromagnetic waves. My symptoms are: insomnia, headache, increased and heightened tinnitus (ringing becomes more shrill), and an overall increase in anxiety. To alleviate my reactions/illness, I have learned to prepare for a specific environment. For example, when I enter a restaurant, I use an EMF meter to find the areas of least radiation. My house is hard-wired with ethernet cables providing my internet connections and I use a landline to communicate. I do own a cell phone but it is kept in airplane mode or off most of the time. My friends and family know about my condition and they do not keep their phones on around me. I can’t attend stadium concerts, games and events where I know all phones will be pulsing their signals so, I don’t go. Luckily, I own my home and I am not subject to others’ wifi signals that would occur were I living in an apartment building. What about those who can’t afford a home and are forced to live in an unsafe environment? Sadly, I have come to believe that our government does not care about people like me. They care about the profits made by Telecom and they continue to deny that my sub-group has validity. Despite the studies that show harm, the FCC has just continued to allow more transmitters at higher frequencies to be developed. These higher frequencies (4G, 5G, 6G, 10G) are currently causing damage to plants and wildlife while the Federal government just looks the other way. I urge the FCC to take me and the thousands of us (could be millions, with symptoms blamed on the wrong cause), seriously. We are disabled and are often unable to participate in general society. Today, it is hard to find a safe place where there are no EMFs. This is why many escape into a forest, living off grid and on the edge. The small cell antennas now being deployed in every conceivable location- schools, office buildings, churches (shouldn’t they be sacred and safe places?), and on people’s homes make life impossible for those suffering from EMR-S (Electro Magnetic Syndrome).
