Kennedy Jr., On behalf of the members of the Massachusetts Association for the Chemically Injured (MACI), a volunteer, non-profit statewide support, education and referral organization for people with Multiple Chemical Sensitivity (MCS), I, the President of the organization, am offering public comment on Federal Register: A Notice by the Health and Human Services Department on 9/21/2026 in the request for information on electromagnetic field experience and human health. In view of our experience, I am providing comment in the health experience category and will address the vulnerable and sensitive populations that we represent. (See pdf attached). HHS must address, review, and acknowledge the current state of research and scientific information pertaining to the biological effects of non-thermal non-ionizing radiation, not just the health effects that are caused by the “heating of tissue”, the thermal limits that the FCC has continued to base their guidelines on. I also draw your attention that there is a growing body of research on EMFs and wireless (RF) technology and potential health effects from EMF and RFR exposure for vulnerable segments of the population, including those living with Multiple Chemical Sensitivity/Chemical Intolerance and those who are electrically sensitive (EHS)/EMR-S. I live on the 2nd floor of an apartment in the center of Stockholm, Sweden. On the roof of the building across the street (about 10 meters) X was a cluster of 5G antenners installed during the year 2020/21. My bedroom is facing the street where the antennas are. I started to bleed from my nose without reason on many occations, even at night waking up from blood pouring down my throuat. I finally saw a doctor and and X had my nose burnt in september 2022. I had been extremely tired and always woke up exhausted. This is the time when I started too suspect a connection between the radiation from the 5g antennas and my problems. I had read and learned that studies had been made on radiation and the connection to health problems. I got in touch with experts in the field who came to measure the radiation with specific equipment which showed high exposure. To mitigate the radiation, I had a special curtain with silver threads covering the whole wall and corner installed. Radiation was substantially reduced, but not totally satisfactory. I purchased myself a simplified equipment to measure radiation with. See attached. Today, when checking the radiation near the wall behind the curtain, the radiation measures with up to a max of 155.000 microWatts/m2. With the curtain covering the wall, the radiation measures between 500 microwatts/m2 with a max of 2.860 microwatts/m2. Important not to have the mobil phone nearby while measuring as it affects and increases the radiation. Since I had the special curtain installed, I noticed a big difference and improvement. I never wake up at night from bleeding, nor do I wake up exhausted and with headaches.

Why die for Wi Fi? My Child Did - Will Yours? On the 11th of June 2015, my 15 year old daughter, Jenny Fry was found by me, hanged in woods near our home in Oxfordshire, UK . Jenny was utterly exhausted; instead of receiving sympathy and understanding, she was battling the school for giving her detentions and refusing to acknowledge her difficulty around Wi Fi, which had a profound effect on her ability to concentrate, write-dropping pen, explain things anomia, and function in school. I went into the school on several occasions to try to educate them on the health dangers to all pupils and staff, as well as the effect it was having on Jenny, but I was told that for as many reports that there are showing harm, there are as many saying that Wi Fi is Safe (although I have not seen any saying this) The head teacher did say he would double check; I left him a list of information - science reports and websites - to check. He also said he could Not turn Off the Wi Fi for One Child; I said it was Not just for Jenny, it would be healthier for everyone. I even had heated exchanges with a few members of staff, saying that Jenny is allergic to Wi Fi . It's the same as a peanut allergy - you would not leave peanuts around the school, so why expose her to Wi Fi ? Knowing that it will cause her problems? They refused to let me measure with my RF meter to find safer, more comfortable areas for Jenny to work in. I contacted the Governors of the school, the local Education Department, the Radiation Advisor used by them, the Chief Scientific Officer, the Chief Medical Officer, the National Radiological Protection board, the Health Protection Agency, Public Health England, my MP and GPs. Jenny was an intelligent child who had a great thirst for knowledge, her education was very important to her as she wanted to put it to good use, and somehow help humanity, as a doctor, exploring the world. At age 6, she wanted to know how the moon stays up in the sky, and everything about the universe. She flew through school with no problems until Wi Fi was fitted in her senior school in November 2012, and for a few months at home. Jenny was very popular, liked by her peers, and befriended children of all abilities and backgrounds. Jenny was highly organised, self motivated and did not have to be asked to do her homework . Jenny was my wonderful, beautiful, thriving, happy, healthy, helpful, caring daughter, until she was exposed to wifi, which emits pulsing microwave radiation, when her physical health began to crumble. Her death was totally preventable, if I had been listened to earlier. Her symptoms : headaches, fatigue, joint pains, sleep problems, skin irritation, rash, anomia, menstrual cycle disruption, heart flutters, difficulty concentrating, temperature control, urine urgency needing to go to the toilet, overwhelming sense of needing to leave some classrooms at school. Jenny had a bad nose bleed at home while doing home work on her Wi Fi laptop; she came down stairs saying "please help me, I can't stop my nose bleeding, I've Not knocked it." As a nurse, even I had a job to stop it. Concerned we looked up nosebleed / Wi Fi laptop, and were shocked at what we found; Science Research from doctors, scientists saying that Wi Fi was Not Safe for children, just as mobile phones were not. I was in the back garden trying to find a school without Wi Fi and continuing my research into the health effects, using a Wi Fi laptop, when I realised - wow this technology is amazing; it's coming through brick walls, just like x rays. This was the moment I realised how dangerous this stuff could be. But at the time I thought that I was trying to save her from future cancer or fertility problems...We immediately switched off the Wi Fi at home, fitted ethernet cables, which helped Jenny to sleep, and helped some of her symptoms to go or improve. However, at school, some would return, triggered and exacerbated by their Ruckus Zone flex 7982 Wi Fi. I was also unknowingly affected by the Wi Fi, having a racing heart, sharp pains in my eyes, tinnitus.. which I had just put down to my age, and menopause only to be shocked when I realised they had all gone after we had switched the Wi Fi Off for Jenny. I felt instinctively it confirmed my diagnosis EHS was right for Jenny - having previously tried lined curtains, a new mattress, visits to Medics, but all to no avail. I could not find a school without Wi Fi. I offered to let her stay to work at home, but she was in the middle of her GCSEs, and wanted to be with her friends. I tried again to get the Wi Fi Switched Off at her school, but although I was now being listened to by someone in high office, it was too late for Jenny. I miss her everyday, I will spend the rest of my life trying to get justice for her, and campaigning to raise awareness of the health hazards from RFR exposure. Wi Fi Routers, Cell Towers, DECT, Smart Phones should never have been used near our children in Schools, Buses, Hospitals..

I humbly submit the attached technical remark in response to the U.S. Department of Health and Human Services’ Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure, Docket HHS-OASH-2026-0397. My submission is based on more than ten years of professional experience in RF engineering, wireless network design, spectrum management, interference analysis, LTE/5G network optimization, and regulatory engineering compliance. The enclosed study addresses Questions 2, 5-9, 11-13, and 15-18 and concerns RF exposure standards, measurement methods, new 5G/6G technologies, scientific evidence, wireless infrastructure, and federal research goals. I urge that HHS improve uniform exposure assessment, enhance coordination among federal agencies, fund independent research, and analyze emerging scientific data in conjunction with established FCC, IEEE, and international exposure recommendations. My entire engineering analysis, recommendations, and scientific references are in the attached file. I make these opinions in a personal capacity and not as a representative of my employer.

Bonjour, je m'appelle Aurore. J'habite en Belgique. Je suis bibliothécaire depuis 16 ans. Je voudrais témoigner concernant l'effet des ondes sur la santé. Je pense avoir toujours été sensible aux ondes électromagnétiques surtout depuis l'apparition des GSM. Cela se traduisait par des échauffements de l'oreille et maux de tête lors des appels et juste de la fatigue. Depuis 8 ans, j'habite devant une antenne relais à 230 m (une autre à 500 + pylône). Très vite après mon emménagement, j'ai commencé à ressentir des symptômes beaucoup plus importants : grosse fatigue entravant mon travail et ma vie quotidienne, problèmes de mémoire, de concentration anormaux, mal-être dans l'habitation, problèmes de vue et de vision trouble, stress, anxiété. Les membres de ma famille ont également développé des symptômes comme problèmes de sommeil, de mémoire, d'anxiété, douleurs musculaires. Un géobiologue est venu mesurer les ondes dans toute mon habitation et m'a conseillé de partir avant l'arrivée de la 5G. Je suis restée et j'ai quitté en 2024 pour emménager ailleurs dans un appartement face à une antenne relais (cachée dans une église) et des appareils connectés chez tous les voisins. Mon exposition était encore plus délétère que dans l'autre logement et était tellement forte que j'ai dû partir au bout d'un mois et demi car c'était insupportable d'y rester. C'est à ce moment que j'ai commencé que j'ai développer une électrohypersensibilité grave aux hautes fréquences ainsi qu'aux basses fréquences. Je suis retournée dans mon ancien logement en face de l'antenne relais 5G. J'éprouve des symptômes et difficultés avec les objets connectés, le Wifi, les lampes, les appareils électriques, les voitures connectées, les alarmes, les compteurs intelligents, les panneaux photovoltaïques même les montres à mon poignet. Mes symptômes sont les maux de tête et raideur de la nuque, fatigue, palpitations, arythmies, acouphènes, sudation ou sensation de froid intérieur dans le corps, fourmillements dans les membres, pertes d'équilibre, vertiges, troubles du sommeil, douleurs musculaires, problèmes de concentration, de mémoire surtout à court terme mais aussi à long terme, brouillard mental, confusion, désorientation, anxiété, stress, hyperactivité ou apathie selon les sources d'ondes, nausées, pertes d'appétit, vue trouble et sensibilité à la lumière. J'ai continué à travailler jusqu'il y a un mois en mi-temps médical. Un aménagement de poste m'a été refusé. Je suis donc en contact avec le public "connecté". Il y a deux mois, ils ont changé les ordinateurs. Depuis leur installation, mes symptômes se sont aggravés. Je suis en arrêt de travail complet depuis 1 mois. J'éprouve des difficultés à trouver un logement adéquat c'est-à-dire protégé des ondes y compris des voisins. Le prix de ces logements est excessif. J'ai acheté un appareil de mesure, je ne peux plus dormir dans le haut de ma maison. Mon fils de 13 ans et moi dormons dans le salon au fond de la maison. Car lui éprouve des problèmes de sommeil peu réparateur, problèmes de concentration et de mémoire. Ma fille de 22 ans est devenue sensible aux basses fréquences mais mène une vie normale pour le moment. Ma fille de 26 ans est également devenue gravement électro hypersensible 1 an après moi suite à l'achat par son compagnon d'un téléphone portable puissant. Je ne me sens bien que quand je peux rester et me promener en zone blanche c'est-à-dire 2 jours sur l'année. Je vis dans la solitude car la plupart des gens acceptent mal les contraintes qu'implique une rencontre avec eux. Je ne parviens pas à trouver des activités sportives, culturelles ou autres sauf quand ce sont des électro hypersensibles qui les organisent. Je suis suivies par 2 médecins qui se sont spécialisées dans le suivi et le traitement l'électrohypersensibilité de façon naturelle. Il s'agit de Sophie Scheffer (Belgique) et de Béatrice Milbert (Paris - France). Ma fille est également suivie par ces médecins. Je les remercie d'être là pour nous soigner et nous soutenir. pas à cette problématique. Je souhaite vraiment que des personnes compétentes sans conflits d'intérêt puisse investiguer, en toute honnêteté, sans pression des lobbies sur l'impact du sans fil et des objets connectés sur les êtres humains et la nature. Jaime schunkewitz 10 abedim way califon nj 07830 i'm submitting a paper by Iris G. Udasin (MD), an environmental MD at Rutgers EOHSI. She explicitly emphasizes that electromagnetic hypersensitivity is a clinical syndrome, and suggests the mechanisms behind the manifold symptoms that many experience from exposure the pulsed microwaves..(actually 60 Hz on up) many are suffering, forced to live in the outskirts of society, sickened, tortures, misconstrued and require help. Determine which frequencies and modulations are most bio-active, and ban such EMF. pulsed microwaves are bioweapons, not to be used against the general populace. we desperately need help NOW.

Comment on the energy of radio-frequency radiation Prepared by Michael Peleg, ORCID 0000-0002-7520-8741, peleg.michael@gmail.com In the past, a frequently used argument claimed that radio frequency (RF) radiation is too weak to cause biological harm because the energy of a single radio frequency photon is too low. This argument is mostly irrelevant to discussion about health effects because: 1. A single RF photon changes the state of an atom in an atomic clock, no one can guarantee that similar effects cannot happen in complex biological systems. 2. Most of uses of RF energy involve many photons. For example, cellular communication uses thousands to millions of photons to transmit a single bit of information and cellular transmission involves, frequently, millions of bits per second. No one can guarantee that many photons will not induce a biological change jointly. 3. From a thermodynamic perspective, the RF radiation is extremely strong, its effective temperature is immense. This is proved in the two attached files, one in form of a scientific paper, the second in the form of popular presentation. Both require very basic understanding of undergraduate thermodynamics.
