ORIGINAL COMMENT · UNEDITED TEXT
Docket HHS-OASH-2026-0397: Comment on RF/EMF Exposure and Human Health Perspective (Question 2): Individual member of the public. My full comments, with citations to peer-reviewed research, government reports, federal court records and my own home measurements, are in the attached PDF. They are organized by the RFI's question numbers (Questions 2, 3, 5, 6, 8, 9, 10, 11, 12, 13, 14, 15, 16 and 17). Summary: U.S. RF exposure limits were adopted in 1996 to prevent one harm, tissue heating. They do not account for non-thermal biological effects, long-term exposure, pulsed and modulated signals, or children. Since then: - 2011: IARC classified RF radiation as "possibly carcinogenic to humans" (Group 2B). - 2018: The U.S. National Toxicology Program found "clear evidence" of malignant heart schwannomas in male rats, along with evidence of brain gliomas and DNA damage. - 2018: The Ramazzini Institute found the same rare heart tumor in rats exposed to a cell-tower signal at about two-thirds of the FCC's public limit. - 2021: In Environmental Health Trust v. FCC, the D.C. Circuit held that the FCC failed to explain how its limits protect against non-cancer harms, long-term exposure and effects on children. Children absorb more RF energy than adults because of thinner skulls, more absorbent tissue and higher whole-body absorption from towers and Wi-Fi. Yet phones are still certified using a model of a large adult male head. Section 704 of the Telecommunications Act bars communities from rejecting towers near schools on health grounds, which leaves the federal limit as children's only protection. New technologies, including 5G small cells, millimeter waves, smart meters, wearables and satellites, keep adding exposure that no one evaluates in total. U.S. limits also offer no protection for birds, insects or other wildlife. Using a TriField TF2 meter and a broadband RF meter, I measured EMF and RF levels in and around my home, which revealed exposure from sources I had never thought about. Near overhead power lines beside homes, parks and walkways, my meters read off the scale. I ask HHS to: 1. Develop biologically based exposure limits, set by a health agency, that account for long-term exposure and children. 2. Recommend against cellular antennas on or near schools and childcare facilities, and favor wired connections in classrooms. 3. Require child models and body-contact testing for devices, and publicly disclose measured RF levels at schools and magnetic field levels near power lines. 4. Publish practical guidance so families can reduce their own exposure. 5. Fund long-term research on current 4G and 5G signals, ambient exposure monitoring, wildlife effects, and a prospective study of children, all free of industry conflicts of interest. Please see the attached document for the full evidence, references and recommendations.

I was having heart palpitations and tinnitus when I had a Wi-Fi router in my house. As soon as I hardwired symptoms stopped. Additionally, I am extremely concerned about my local utility who has mandated a switch from analog meters for power to smart meters. I sent the attached letter to them but they dismissed my concerns without any factual information to rebut and as long as the FCC doesn't comply with their court order and look at biological effects rather than thermal only, utilities will just continue to deploy. My only hope is that HHS conduct studies that can help establish critical exposure limits. I provided many reputable references within the letter (American Academy of Environmental Medicine, EMF Safety Network, Building Biology Institute, 2012 Bioinitiative Report prepared by 29 authors from 10 countries (10 holding medical degrees, 21 PhDs, three M.Sc, MAs or MPHs), etc. People's testimonies claiming harms were also referenced (https://emfsafetynetwork.org/smart-meters/smart-meter-health-complaints/ ) . One of the utilities references mentions safety based on distance of 10 feet. I have a 25'x30' house. The meter will be installed on one side of my house and on the other side where my bedrooms are located my neighbors meter will be less than 10 feet away. There will be no safe place for me to live in my house. Please conduct these very needed studies. I so appreciate ALL you are doing!!!!!

ORIGINAL COMMENT · UNEDITED TEXT
I have been suffering from EMF since 2002. Some of my symptoms are anxiety, trouble sleeping, lack of concentration, digestion issues, tingling in my cell phone holding hand & arm and heating on my face and ear. I was born and raised in Toronto, Ontario, Canada and the Radio Frequency being emitted in the last 15 years from cellular towers and phones has affected my quality of life that I had no choice but to move into rural Ontario. I have been living in the country for almost 3 years and I have noticed a positive change in my health and quality of life. I no longer suffer from the symptoms aforementioned because EMF is virtually no existent. I have confirmed these findings using my TriField 2 Meter which measures Radio Frequency, Magnetic Frequency & Electrical Frequency accurately and by hiring a qualified Building Biologist. These Frequencies being used by the telecommunications companies is destroying the health and lives of humans, animals, plants and the entire planet. This industry has operated much too long without scrutiny by a unbiased third party. Please see studies attach that support my claims.

ORIGINAL COMMENT · UNEDITED TEXT
See attached file(s) as per your request for information on EMFs, RF and Wireless Radiation Exposure. As a PhD researcher specializing in microwave manufacturing of materials AND with a background in integrative medicine and therapeutic electromagnetic devices, I am uniquely positioned to comment on my own experience of harm from exposure to microwave communication signals, as well as to proffer information on how harm is occurring that has not yet been addressed in any major scientific study nor by any agency involved in the proliferation of these wireless technologies and infrastructure. I actively support the appropriate relevant use of therapeutic electromagnetic devices, but dispute the unbridled proliferation of microwave communication signals in defiance of the basic time-shielding-distance radiation safety rule. X-rays carry the exact same energy per photon as a microwave (if you removed the time-dependence) but more x-ray photons per second impact an object than do microwaves. The important thing is to recognize that the time-independent photon energy is the same, so it just takes longer for microwaves to do harm compared to x-rays. Furthermore, if you study spectral chemistry, you will see there are many microwave-receptive energy levels in molecules of our bodies, so by sitting 24/7 in a soup of microwaves from many different wireless devices and infrastructure, all of which, via heterodyning, have a greater chance of resonating with fine structure and other microwave-receptive energy bands, we are altering the way biochemistry takes place in the body, mostly to our detriment. The mechanisms of harm are obvious and logical. To the extent the human body can detoxify from this constant assault determines whether a person falls ill or stays healthy. Many people are suffering ill health and have no idea that the wireless soup we are in can be or is a major contributing factor. I did not know I was being harmed until I had been harmed. With all due respect, please read the documents I have attached. For the sake of and health of the American public, thank you for your time and attention to my comments.

ORIGINAL COMMENT · UNEDITED TEXT
In my practice as a children's doctor I have seen profound adverse effects of non-ionizing radiation in children. The good news is that these adverse effects in some cases can be negated by decreasing overall exposure. Unfortunately there are few physicians and politicians that understand this problem so many children are not currently receiving the help they need. For example a 10 year old boy with non-verbal autism and aggression improved his behavior and started to talk once the wi-fi router was turned off at night and cordless phones and cellphones were turned off. This despite them living on a military airforce base. Another child had slept poorly for 2 years and behaved hyper at night wanting to play, eat and move rather than sleep and ending up in Mom and Dad's bed each night. Everyone was exhausted. The same decrease in wireless radiation as described above was done and he was able to sleep soundly in his own bed. When school started up again that fall his teachers reported that he had improved 2 grade levels in 2 months! They wanted to know what kind of medication he was on. (None) Later that year he again became hyper and didn't sleep. It turns out his older sister had turned the wi-fi router back on. Once the router was hardwired he returned to his healthy baseline again. Another child complained of a chronic severe headache that would improve when he had recess outdoors. Indoors at school near all the smart boards his headache would return. These children are under diagnosed and misdiagnosed and not receiving the help they so sorely need. In 2024 I was asked by the American Academy of Pediatrics if there was a topic they should work on that was not being adequately addressed at that time. I composed a Resolution with support from the AAP Chapter 1 in San Francisco which I will attach with references for your reading pleasure. It was adopted and sent to the national level for consideration for the top 10 .

ORIGINAL COMMENT · UNEDITED TEXT
I submit this comment regarding electromagnetic fields, radiofrequency radiation, and wireless exposure. I am a person with disabilities who experienced significant health problems that I associate with a wireless smart meter installed in my home. I ask HHS to consider my experience and barriers to obtaining an analog meter. This is not simply a preference or convenience. My home has become inaccessible because I cannot obtain the accommodation I need. People with disabilities need a meaningful process to request alternatives when they believe wireless devices affect their health and ability to live at home. PERSONAL EXPERIENCE After a wireless smart meter was installed, I experienced migraines, insomnia, tinnitus, ear pain, heart palpitations, confusion, agitation, and rouleaux formation. These symptoms led me to seek medical attention several times. After the meter was removed, my symptoms resolved. The meter was later reinstalled. My experience alone does not establish scientific causation, and I do not ask HHS to treat it as proof. I ask that it be documented and considered with similar reports. The change in my symptoms after removal is relevant to research and accommodation needs. MEDICAL REQUESTS AND ACCESS TO MY HOME Several doctors requested an accommodation because of my symptoms and their effects on my disability. Despite those requests, I could not obtain a lasting accommodation from the Pennsylvania Public Utility Commission or West Penn Power. The meter was reinstalled, leaving me without the alternative I need. What happens when medical documentation supports an accommodation but there is no effective way to obtain a different meter? Accepting requests without meaningful review or relief leaves no practical solution. I have two small children and limited income. Moving to another state is not realistic: I would lose family support and leave medical specialists my family and I need, while facing financial and logistical hardship. I should not have to choose between remaining in my home and seeking a disability-related accommodation. I need an analog electric meter. REQUESTED ACTION I ask HHS to recommend a federal approach that gives people with disabilities a meaningful opportunity to obtain a non-wireless alternative when they report health detriments associated with wireless smart meters. Please support: 1. An accessible opt-out process for disability- or health-related reasons, where an analog or suitable non-communicating meter is technically and reasonably available. 2. Review of existing installations, including a process to request removal and replacement. 3. Individualized consideration of medical documentation from treating doctors. 4. Protection from unreasonable charges or penalties for seeking an accommodation, especially for people with limited incomes. 5. Protection of essential electric service from unreasonable delays or loss while a request is considered. Although HHS does not directly control every utility’s metering requirements, I ask it to work with the FCC, DOJ, and state regulators to identify authorities and recommend disability-related accommodations. RESEARCH AND PUBLIC HEALTH Please include disability experiences in HHS’s evaluation of wireless exposure and research priorities. Examine reported symptoms, exposure conditions, and circumstances in which people report health changes. Priorities should include: • Reports from people living near or with wireless smart meters at home; • Smart-meter transmission characteristics and residential exposure conditions; • People with preexisting medical conditions or disabilities; • Accessible documentation of health experiences and exposure histories; and • Transparent evaluation of limitations and uncertainties in existing evidence. Distinguish established scientific conclusions from documented reports and questions requiring research. Lack of a definitive scientific conclusion should not prevent agencies from considering disability-related needs or whether an accommodation process is necessary. CONCLUSION I ask HHS to consider my experience: serious symptoms after installation, resolution after removal, and reinstallation despite medical requests. My home has become inaccessible, and relocating would jeopardize family support, medical care, and financial stability. Please take these experiences seriously and recommend a meaningful process for people with disabilities to obtain a non-wireless alternative without unreasonable barriers. Thank you for considering my comment. Respectfully, Jessica Janosek October 20, 2026
