GSMA Response to the U.S. Department of Health and Human Services Request for Information on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure, Federal Register, 21 September 2026 The GSMA welcomes the opportunity to provide information in response to the U.S. Department of Health and Human Services (HHS) Request for Information (RFI) on Electromagnetic Fields (EMFs), Radiofrequency (RF) Radiation, and Wireless Radiation Exposure published in the Federal Register, 21 September 2026. We note that the US Federal RF exposure limits mandated by the Federal Communication Commission (FCC) and confirmed in 2019 provide a similar level of health protection to the international RF-EMF exposure limits. We make this point because as an international organization we will largely bring the perspectives of the non-US scientific community. Our response to the questions in the RFI follow. The GSMA has supported independent high-quality research guided by World Health Organization (WHO) research priorities; advocates for the adoption of RF-EMF exposure limits based on substantiated evidence that provide protection against established hazards of RF-EMF exposure; and encourages the availability of fact-based information for the public and other interested groups. It is the GSMA position, based on the consensus of independent experts, that government policies for RF-EMF should be evidence-based, harmonised internationally and draw on the recommendations by expert bodies such as the World Health Organization (WHO) and the International Telecommunication Union (ITU). Both these organisations recommend the human exposure guidelines developed by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). The ICNIRP guidelines are designed to provide protection for all people (including children) against all established health hazards.

Full text attached. I lived for 4 YEARS WITHOUT HEATING, WITHOUT LIGHTS, WITHOUT A FRIDGE AND WITHOUT A FREEZER. It was 2°C INSIDE the house (a fridge is 3–4°C), with 80% humidity. 
The winters where I lived were VERY, VERY long and VERY, VERY COLD (down to -6°C/-9°C). 
That alone was already a living hell. I had to take showers in those temperatures FOR MONTHS. On top of that, because of a knee problem, I had to open the shower tray to stretch out my legs while sitting on it.
The result: it felt as though the cold was PIERCING RIGHT THROUGH MY BODY. * The torture caused by electromagnetic waves EVERY TIME I SHOWERED, because I had to switch on the boiler's electrical transformer to get hot water. Showering in ice-cold mountain water would obviously have been IMPOSSIBLE. This went on for 4 years.
 * The absence of light: I had to make a homemade system using toilet paper, which I rolled into a wick and placed in a small cup filled with oil to create a makeshift candle, just to have "enough" light to shower. I did this for 4 YEARS.
 * The extreme fear of being killed because of a device they installed right next to my home (a "Linky concentrator"), which emits an astronomical amount of electromagnetic waves and was sheer torture for me every time.
 I had to put around 15 blankets on my bed + 3 hot-water bottles that I had to fill with boiling water EVERY evening (for 4 years, except during the extremely short "summer"). To get hot water, I had to switch the boiler back on (so, torture from electromagnetic waves), heat the water, and immediately put the hot-water bottles in bed before they cooled down. I was on crutches, and climbing the stairs each time was painful. Having to do this EVERY SINGLE EVENING completely destroyed me physically. On top of the 15 blankets and 3 hot-water bottles, I wore 2 pairs of ski socks + a dressing gown in which I tucked my feet + a blanket wrapped around everything + a fleece sweatshirt to keep my shoulders warm + 5 or 6 hats stacked on top of one another to keep my ears warm so that I could sleep. The hats were a little too short, and EVERY EVENING I struggled to position them properly to cover my ears. All this without knowing whether that device would kill me the following day. Apart from the fibre-optic network, I have also felt several effects that, in my opinion, come from 5G antennas: The sensation that my brain is slowly being burned and that, if this frequency continues, I will die with my brain being burned. A frequency that prevents me from sleeping: they used it for several weeks and then removed it. I had great difficulty falling asleep because of it. A frequency I would describe as "super Wi-Fi": the same sensation as Wi-Fi, the same type of pain, but stronger, more painful, with the sensation that it is completely destroying my brain. This sensation was experienced by several electrohypersensitive people across France at the same time, during the same period: summer 2026, throughout the entire summer. The sensation disappeared recently. Today, I live in constant fear of being tortured again and of being killed, because the fibre-optic network and 5G antennas are EVERYWHERE. Every time I go to bed, I am afraid of being tortured again, and of course I have great difficulty relaxing and falling asleep "peacefully". Even though I live in social housing, where most people therefore do not have enough money to afford an internet subscription and thus an internet router with Wi-Fi, and where there are no communicating electricity meters (Linky) inside the apartments, which is already incredible, I still have a next-door neighbour who does have the money and has taken out an internet subscription. And THANKFULLY, he only switches on his Wi-Fi for short periods and not every day. Otherwise, I would not be able to endure it and could no longer live here. I therefore also live in constant fear that my neighbour will leave his Wi-Fi on permanently and that I will no longer be able to live here. I do not know where I could go if that happened. I therefore live with THREE PERMANENT FEARS: my neighbour's Wi-Fi, 5G antennas, and the fibre-optic network. We have launched a collective complaint here in France, particularly because there have now been deaths: one of us died following the installation of a 5G antenna right next to her home.

Public Comment – Docket No. HHS-OASH-2026-0397 SafeFields Technologies Ltd. welcomes the opportunity to respond to the U.S. Department of Health and Human Services' Request for Information on electromagnetic fields (EMFs), radiofrequency radiation, and wireless radiation exposure. Our submission addresses a significant and largely overlooked source of prolonged electromagnetic exposure: extremely low-frequency (ELF) magnetic fields inside electric and hybrid vehicles. As vehicle electrification accelerates, millions of passengers, including children, pregnant women, and professional drivers, are spending extended periods in close proximity to high-current electrical systems. While the long-term health implications of in-vehicle exposure remain insufficiently studied, existing epidemiological research has identified associations between prolonged ELF magnetic field exposure and certain adverse health outcomes, particularly childhood leukemia. These associations do not establish causation, but warrant further investigation and precautionary attention. Recent vehicle measurements demonstrate substantial differences in magnetic field levels between vehicle models. Data published by Israel's Ministry of Environmental Protection covering 77 vehicles show maximum measured cabin levels ranging from approximately 0 to 304 milligauss (mG). This variation indicates that exposure is strongly influenced by vehicle design and can be significantly reduced through available engineering solutions. Israel has recently taken important steps toward greater transparency. Following a January 2026 parliamentary discussion, the Ministry of Environmental Protection began publishing vehicle-specific magnetic field measurements, providing consumers with comparative information. SafeFields urges HHS to recognize in-vehicle ELF magnetic fields as a distinct exposure category and to prioritize further research, standardized real-world measurement protocols, and publicly accessible vehicle-level exposure information. Particular attention should be given to sensitive populations and professional drivers with prolonged daily exposure. Importantly, effective mitigation technologies are already commercially available, demonstrating that reducing exposure is technically feasible and compatible with the transition to electric mobility. We encourage HHS to coordinate with relevant federal agencies and international regulatory bodies to advance evidence-based assessment, consumer transparency, and appropriate precautionary measures. Je suis tombée EHS en 2022 suite à un déménagement dans une maison avec Linky, et suite à la mise en route d'une antenne 5 G à coté de mon lieu de travail. Je suis diagnostiquée officiellement par le CHU de Nantes ( France) en tant que EHS et Chimico sensible. Je suis desormais particulièrement sensible au Bluetooth qui me crée des douleurs insupportables dans le corps, au téléphone DECT; J'ai développé une sensibilité aux basses fréquences émises par tout ce qui est matériel électrique. En 4 ans, j'ai du quitté mon travail, me croayant en Burn out, déménagé environ 10 fois, changer d'emploi régulièrement. Je n'ai plus de logement. Je réside en Hôtel; Je ne peux pus fréquenter les lieux publics trop longtemps. Je en peux plus avoir d'activités sociales. Mon entourage s'est éloigné; Je n'ai plus de projection niveau avenir vu le nombre d'objets connectés qui arrivent. Je suis dans une prison à ciel ouvert. I reside in The Borough of Harrow, Greater London, United Kingdom. 2. Though I live in the UK, unfortunately, I have had much the same experience as those residing the US – involuntary exposure to RF/EMFs. I hope the following information about my personal experience will help HHS in assessing the situation in the US, which may additionally be of benefit to regulatory bodies in other countries. 3a. Type of sources: Wi-Fi, digital meters, smart phones 3b - g.:- In 2023, the copper landline to the telephone in our home was removed by British Telecom and replaced with connection via a WiFi router, etc. From that date onwards, my husband and I suffered from severe insomnia. While awake during the night, I was sometimes aware of my heart seeming to beat faster. We did not seek medical advice but subsequently found a way to switch off the WIFi facility from the router, which has considerably improved our sleep and health overall. I find that limiting exposure by switching off my phone from two hours before bedtime every night until the next morning helps to mitigate the effects of the RF/EMF radiation emitted from it, as well as putting it on airplane mode when possible. However, after spending time surrounded by a number of people who all have their smartphones on, my sleep is much more restless and disturbed. 4. Since qualifying and starting to practice as a Feng Shui consultant from the early 2000s, I have developed a particular interest in the effects of environmental stress factors on my, and my clients’ health. After following my advice to ensure that their communication and other electromagnetically-powered equipment is connected by ethernet cables and that devices using wireless radiation are turned off at night, my clients often report improved sleep and other benefits such as lowered blood pressure. I also wish to report the physical harm to the tenants of 10 single studio apartments that my husband and I rent out, caused by the installation of RF/MW digital utility meters. In early 2023, without any warning or our consent, the utility company removed the analogue meters that had been in the building for many years and replaced them with RF/MW digital utility meters, which utilize pulsed modulated RF/MW radiation for data backhaul. Soon after that, having been perfectly healthy until that point, a number of tenants fell ill, i.e. one had a heart attack; one suffered a stroke; two died; one tenant’s dog immediately exhibited behavioural problems, subsequently developed a brain tumour and had to be euthanised. These tenants’ studios were closest to the new digital utility meters so it appeared that they were being exposed to toxic RF/MW radiation from them. Since the company refused to remove the meters, we consulted an electrician for help; we were advised that the only way to stop the RF/MW radiation that the meters caused was to create a Faraday cage by building a metal box around them which we did in August 2024. Since that time, there have been no major health issues for any tenants living in the building. Analogue utility meters are time-tested and proven to be safe. Utilities should be required to provide analogue meters to anyone who chooses. Effects of Exposure to Electromagnetic Fields: 36 years of research Electromagnetic Radiation Safety, August 25, 2026 https://www.saferemr.com/2018/02/effects-of-exposure-to-electromagnetic.html The preponderance of peer-reviewed research published since 1990 has found significant adverse effects from exposure to radio frequency radiation and extremely low frequency and static electromagnetic fields. Dr. Henry Lai, Professor Emeritus at the University of Washington, Editor Emeritus of the journal, Electromagnetic Biology and Medicine, and an emeritus member of the International Commission on the Biological Effects of EMF, has compiled summaries of the research on the biological effects of exposure to radio frequency (RFR) and extremely low frequency (ELF) and static electromagnetic fields (EMF). His set of abstracts, which covers the period from 1990 through May 2026, constitutes a comprehensive collection of the peer-reviewed publications of in vivo and in vitro research. Dr. Lai reports that the preponderance of research has found that exposure to RFR or ELF EMF produces oxidative effects or free radicals, and damages DNA. Moreover, the preponderance of studies that examine genetic, neurological and reproductive outcomes have found significant effects. Among hundreds of studies of RFR, 72% to 89% reported significant effects. Among hundreds of studies of ELF and static fields, 78% to 90% reported significant effects. According to Dr. Lai, 260 low-intensity (SAR < 0.40 W/kg) radiofrequency radiation (RFR) exposure studies published since 1990 reported significant effects: "This means that biological systems are very sensitive to RFR. Summary of Results (Last major update: June 8, 2026) Radiofrequency radiation (RFR) 89% (n=390) of 438 RFR oxidative effects (or free radical) papers published since 1997 reported significant effects including 96% (n=110) of 114 studies with a SAR (specific absorption rate) ≤ 0.40 watts per kilogram (which is ten times less than the 4.0 W/kg threshold of harm that the FCC and the ICNIRP use to base their RFR exposure limits). 72% (n=396) of 550 RFR genetic effects papers published since 1990 reported significant effects including 192 (84%) of 228 studies of gene expression. 78% (n=396) of 507 RFR neurological papers published since 2007 reported significant effects. 85% (n=354) of 415 RFR reproduction and development papers published since 1990 reported significant effects. Among the low-intensity exposure studies that reported significant effects, 73 studies used an exposure with a SAR ≤ 0.40 W/kg and 53 studies had a SAR ≤ 0.08 W/kg. 260 low-intensity RFR exposure studies (SAR < 0.40 W/kg) published since 1990 reported significant effects.
