I did not consent, nor do I consent today, to the continuous, involuntary exposure to biologically active RF radiation 2.I was affected by EMR syndrome in 2019 when a utility meter using pulse-modulated RF radiation was installed in my home. I asked repeatedly for it to be removed. I was then forced to relocate to a home without one. 3. In 2020, a mobile phone mast was turned on in my area. The EMR syndrome escalated from this technology, and I was then affected by all forms of RF-emitting devices like WiFi, SMART meters, mobile phones, Bluetooth, satellites, radar, and more. 4. I experience from RFR exposure: Blurred vision, migraines, headaches, seizures, memory loss, confusion, breathing difficulties, bowel and urinary dysfunction, heart palpitations, slow healing of the skin, and general malaise. 5. EMR Syndrome has had a devastating effect on my family and social life, my freedom of movement and access to essential services, e.g., hospitals, Doctor surgeries, dentists, shops and local authority buildings. 6. I have, as a result of being disabled by RF radiation, been forced to miss supporting the births of grandchildren, family weddings, family funerals, social gatherings and many other events. I cannot travel due to RFR and pulse-modulated RF radiation from roadside devices. I have been forced to live remotely and feel isolated and excluded from society due to this unsafe, biologically harmful RFR technology. Comment on HHS-OASH-2026-0397: street-level RF exposure data from the Netherlands Submitted by citizen science project EMF Mapper (EMF kaart NL), the Netherlands. https://emfmapper.com / https://emfkaart.nl This comment responds mainly to question 15 (proximity, cumulative neighborhood exposure, antenna density) and question 18 (additional data). We submit independent street-level measurements from the Netherlands, where 5G was introduced in 2020 and upgraded in July 2024 when 3.5 GHz came on. Since 2022, trained volunteers have measured RF exposure at more than 5,500 locations, with more than 2,000 repeat measurements, using a protocol based on the work of Prof. Dr. Magda Havas. About the data EMF Map NL is a citizen science project. Volunteers use the same calibrated meter (Safe and Sound Pro II, 200 MHz to 8 GHz) and a fixed protocol: average and peak power density at the four corners of an intersection, about 6 minutes per location. Analyses use published Dutch measurements from May 2022 to September 2025, excluding anomalies and sites near defence radar. Antenna positions come from the official Dutch Antenna Register. 1. Distance to masts and antenna density Linking about 3,000 locations per period to the nearest telecom antenna shows that exposure depends on distance and on how many antenna installations stand nearby. Median peak values within 100 m of a mast with 10 or more installations within 500 m rose from 73,775 to 176,000 µW/m². Locations 100 to 200 m from a mast rose from 11,661 to 26,500 µW/m². Most distance classes show an increase of about 2x after July 2024. Before and after the 3.5 GHz introduction (July 2024) The same pattern appears in two cuts of the same analysis. At 92 locations measured both before and after the upgrade, peak values rose by a factor of 2.8 (versus 1.2 among repeats before the upgrade); 80.4% of those locations were higher afterwards. Across 4,948 Dutch measurements, the median peak rose from 2,240 to 5,820 µW/m². Plausibility check against the regulator At six locations, our values were compared with measurements by the Dutch Authority for Digital Infrastructure (RDI, Narda NBM 550). Geographic spread differs per year. The antenna register has no history, so current antenna positions are used. We cannot separate the effect of 3.5 GHz from wider network changes in the same period. All values remain below ICNIRP-based reference levels. We submit them as data on exposure trends and on the effect of antenna density, not as evidence that limits are exceeded. Why this may be useful to HHS Regulators usually take a few hundred spot measurements per year. A dense, repeatable network of street-level measurements can show changes in cumulative exposure after a network rollout, and the role of antenna density, at a scale that spot checks miss. We suggest that federal research priorities (question 16) include long-term, repeated, location-based exposure monitoring before and after new deployments, including small cells. Public Comment on Electromagnetic Hypersensitivity, Public Health and Environmental Protection I am submitting this comment as someone whose health, professional life and daily activities have been profoundly affected by electromagnetic hypersensitivity (EHS). I attach four medical certificates, including documents from physicians specialising in EHS, supporting my situation and the need for workplace accommodations. I am not a researcher. I ask HHS to take seriously the experiences of people reporting symptoms associated with electromagnetic field exposure and to investigate outstanding scientific questions independently. 1. Impact on health and daily life My health deteriorated to the point that I needed sick leave, followed by a therapeutic part-time return to work. I can no longer attend my open-plan workplace because it relies entirely on Wi-Fi. I also experience symptoms during train journeys where Wi-Fi is available. These limitations affect my ability to work, travel and participate in social life. Although I have not sought formal disability recognition, the practical consequences are disabling. Wi-Fi is widespread in workplaces, trains, schools, hotels, restaurants and wellness facilities. Wireless infrastructure also increasingly reaches natural and rural areas, making places where exposure can be reduced harder to find. Avoidance can mean sacrificing work opportunities, transport, leisure and family activities. Digital services should not automatically require wireless connectivity where wired alternatives are feasible. 2. Experience with a communicating gas meter My symptoms first became apparent on the day a communicating gas meter was installed in my home. I had not experienced this condition before. After fighting to have the meter removed, my symptoms improved immediately but never fully disappeared; my health did not return to its previous baseline. This chronology is my personal experience, not proof of causation. It illustrates why people reporting such symptoms need opportunities to investigate their circumstances and reduce exposure where feasible. I also incur additional costs for refusing communicating meters. 3. Children and schools My son experiences headaches and nausea in circumstances that raise concerns for me about wireless exposure. I cannot establish the cause, but these symptoms deserve appropriate medical attention and investigation. Where feasible, schools should retain wired connectivity options and consider practical exposure-reduction measures. Families reporting symptoms should be heard respectfully, without dismissing their concerns or presuming causation before investigation. Children have limited control over their environments and deserve particular consideration. 4. Biodiversity and the environment I urge HHS to support independent research into possible effects of electromagnetic exposure on pollinating insects, birds, wildlife, plants and livestock. Research should examine orientation, behaviour, reproduction and development under realistic, chronic and cumulative exposure conditions, using field observations and controlled experiments with independent replication. Potential implications for pollination, agriculture, ecosystem resilience and food security warrant investigation, without presenting uncertain findings as established facts. 5. Recommendations I urge HHS to: - Include people reporting EHS in independent research and public health surveillance. - Investigate reported symptoms, possible biological mechanisms, individual susceptibility and objectively measured exposure. - Prioritise research on children, long-term and cumulative exposure, and real-world conditions. - Assess whether exposure measurements adequately reflect everyday environments. - Encourage feasible wired alternatives to unnecessary wireless connectivity, particularly in schools, workplaces and public transport. - Investigate potential ecological effects through transparent, reproducible research. - Consider the social and economic consequences for people reporting these symptoms, including barriers to work, transport and public participation. I recognise the need to distinguish personal experience from established causation. However, uncertainty should not justify disregarding people's suffering or the substantial limitations they face. They need independent research, transparent assessment, respectful consideration and practical options to participate in society. I have been living near a cell tower in 20 meters for the past two years and have experienced persistent health problems, including insomnia, dizziness, headaches, and burning and itching sensations in my skin and eyes. Despite consulting several doctors and trying different medications, my symptoms have not improved. Good day, I would like to relay a story that I was told many years ago that made me realize the potency of EMF/EMR to affect cellular processes and homeostasis. The story came to me from a farmer, here in Australia, almost 20 years ago. He allowed the installation of 3G towers on his property in the countryside. Given the proximity/distance to other towers to act as a relay, I can only assume that these transmitting towers were of higher power potential. The farmer didn't have many animals on this property, but he did have several horses that he owned. Within a few months of the installation of these towers, the horses that would roam near the towers would suffer seizures, and strange reactions and reduced response times to instructions from the owner. I found the farmers story interesting, as at that time I was interested in hunting via a bow and arrow. During one of my trips to practice tracking animals, without intention to kill, I was walking in wild areas that had a mobile phone tower as well as a radio and television tower relays, this was public land owned by the government. I came across a group of wild kangaroos within 20 meters of one of the towers, and they had no reaction to my approach. I came literally within meters of them and could have killed them by the machete I was carrying to clear bush, they failed to react physically by escaping, something I've never heard of as happening when approaching a pack of young kangaroos. No animals was hurt by me that day, but the event etched itself into my memory as I've never observed something like that before when approaching wild young kangaroos. The towers themselves were fenced off, with large warning signs advising it dangerous to cross the perimeter. My thoughts at the time were that the field from the towers was affecting the animals beyond the boundary line. I remembered being told as a child that in eastern european countries, which is where I come from, that under communist rule it was illegal to build dwellings within half a kilometer of power lines due to effects on health. Since that time I've spent some time reflecting on the matter over the years, including having studied nutritional science and anatomy, since then. Although I can't obviously state that EMF/EMR directly caused the consequences in both of the above stories. I have found studies that show that seizures can be promoted in animal models, especially when those animals are already weakened by some degree of imbalance neurologically, such as toxicity. Studies performed decades ago already alluded to reduced reaction times in animals when exposed to microwave radiation, sometimes as low as that produced by CRT television sets. I am attaching 2 studies supporting the above stories and personal observations that I have made. I am also attaching a UK government publication which references internally highlighting concerns of EMFs potentially affecting humans in negative ways, in particular children and their development. Please consider seriously reviewing the importance of life and health over profit of companies and "electric toys" that humanity in its development of 250 million years likely never would have been exposed to during its developmental journey. Purpose The title restates a claim routinely made to those most directly affected. This comment and the nine attached documents were written on the basis of our analysis and our experience. 2. Perspective (Question 2) We respond as directly affected human beings and as independent researchers. We do not present an American case, but the European situation of an exposure to man-made electromagnetic fields that have become ubiquitous. 3. Definitions By electrosensitivity we mean a sensitivity to electromagnetic fields shared by all human beings, to varying degrees; by electro-hypersensitivity, its highest degrees. In our view, it is not a disease but a syndrome: a set of reactions of the body to an external source. This syndrome is particularly disabling for those who happen to be affected. 4. Testimony (Question 3) 3a. Sources. Mobile phone, desktop computer tower, internet router, then cell towers... 3b. Exposure. Since the second half of the 1990s: unable to hold a mobile phone to the ear for more than a few minutes, with the face heating up, in poorly covered areas where the handset transmitted at high power. 3c. Effects. Leg pain near the computer tower, intolerance near a router; urinary and digestive disorders, tachycardia, nausea, visual disturbances (flickering), insomnia, tinnitus, brain fog. 3d. Timeline. The symptoms, scattered at first, led to diagnostic wandering among successive specialists (urology, cardiology, gastroenterology, etc.), with no connection ever established. We made the connection ourselves: "Doctor, it comes from outside, it's not me, it comes from outside." Measuring instruments then allowed us to correlate our reactions with the measured fields. 3e. Medical evaluation. Full disability, at a rate above 66%, recognized in Belgium; after moving to France, a medical certificate addressing this matter. 3f. Steps to reduce exposure. We left Belgium; in July 2019, we surveyed the white and gray zones (areas with no or very weak mobile coverage) between southern Belgium and southern France; we then moved repeatedly as cell towers spread. Since March 2025, we have lived in an uninsulated mobile home in a mid-mountain area. There, the symptoms have subsided markedly and reproducibly. Returning to Belgium has become impossible; the last journey, made in 2019, could no longer be made today, because of the increased density of cell towers. 3g. Documentation. The attached documents, in particular Documents 1 and 8. We thus belong to those we call "wave refugees" (réfugiés des ondes): electro-hypersensitive individuals forced to change where they live in order to find refuge. As one of us worked as a fish farmer, we recall that trout, used as a biological indicator, are the first to react when water quality deteriorates; electro-hypersensitive individuals play this role with respect to the electromagnetic environment: that of sensitive witnesses. 5. I am submitting this comment as an electrosensitive indvidual concerned about the nowadays unavoidable long-term exposure to RF radiation from wireless technology and the ELF-EMF from electricity. To my experience the current exposure standards don’t protect health. These are designed to prevent over-heating but ignore non-thermal effects. Ample scientific evidence There is ample scientific evidence that these man-made electromagnetic fields can have harmful effects, even at very low EMF intensities. Professor, Dr. Lai, member of ICBE-EMF, has compiled summaries (https://www.saferemr.com/2018/02/effects-of-exposure-to-electromagnetic.html) of the research on the biological effects of EMF exposure. He finds the preponderance of hundreds of studies studies that examined the induction of oxidative effects as well as neurological and reproductive outcomes have reported significant effects. - ELF and static fields studies: 75% to 90% reported significant effects. - RFR studies: 71% to 89% reported significant effects. Lai states that biological systems are very sensitive to RFR as 95% of the 237 low-intensity radiofrequency radiation (RFR) exposure studies published since 1990 report significant effects. He says that the current RFR exposure guidelines are not valid in the protection of the health detrimental effects of RFR. Panagopoulos’s review shows that biological effects (‘harmful effects’) are observed in almost 100 per cent of the studies. EHS These days, quite a lot of people suffer from EHS, a condition caused by environmental factors, also known as EMR syndrome, electrosensitivity, idiopathic environmental intolerance, and so on. The prevalence of people restricted in their access to work in a man-made electromagnetic environment is estimated at 0.65 per cent of the general population. Without this EMF exposure, these people are healthy; it is an environmentally induced condition. EHS a sentinel disease The scientists and doctors mentioned above, recognise that EHS is the result of current levels of exposure. The established official standards, which are intended solely to prevent thermal effects caused by EMF, don’t take into account non-thermal and long term effects, nor effects for plants and animals and don’t distinguish between adults and children, or healthy and vulnerable people, the sick, elderly and EHS. The very fact that EHS symptoms occur under real life exposure (lower than the standard limit values) proves in itself that EMF have harmful, non-thermal biological effects at EMF levels far lower than those currently considered safe by the authorities. Therefore, the evaluation of research into EMF and the revision of official exposure limits are important, not only for people with EHS, but for everyone. I urge HHS to conduct a thorough, independent review of whether current EMF exposure limits adequately protect the health of all people. This review needs to consider those most heavily exposed and the most vulnerable people, including the EHS affected. An example is everynight for the past eight years when I try to sleep I close my eyes and see cartoons like animation , colors , dots . This animation can vary though often uses similar characters like a man with a hat and uniform flipping me off to spitting , sometimes several walking off and repeats all night . The animation can be what I seen throughout the day to anything really but mostly taunting and detractors stuff possibly autonomous to a level (ai torture) When or if I do fall asleep I am woke up almost immediately by involuntary movements of arms , legs , feet , wrists , neck twisting , shoulders rolling When I try and fall back asleep animation changes to a man with sunglasses staring at me flipping me off like screw you , other times it is the man’s head facing up appearing and disappearing with red color or blue and moves around like a sadistic screensaver When I wake up every word I look at moves up and down suggestively like yes or left and right like no as if someone can see what I see when I see it . A good example is being in a voting booth looking at a candidates name and it moving side to side Also what I call pokes Pokes are like stings or itches to sensitive parts of my body often nose , mouth , neck , eyes even ears . The pokes can change in intensity lasting all night along with the visual torture and movements of my body leading to severe sleep deprivation for years . Pokes also happen when studying Spanish for example a language I have been trying to learn in case I become a refugee again . High pitch ringing in ears changing pitch similar to tinitus non stop. My hands shake after all the years of sleep deprivation and psychological torture. I don’t know if it is early Parkinson’s from sleep deprivation or from the adrenal shock . Some mornings I drop my breakfast or lunch when trying to eat , sometimes lunch and dinner . Needless to say this has severely impacted my life from not being able to hold a job , receiving fair and adequate healthcare , prejudicial treatment by authorities even my character in the community .
