Please see my attached comments, submitted in my personal capacity as a board-certified ophthalmologist, regarding the ocular effects of electromagnetic radiation.

Dear HHS, I am writing to participate in the collection of information regarding the biological effects of Electromagnetic fields (EMF’s) and Radio Frequency Radiation (RFR) emitted from all wireless/cellular devices and infrastructure. I am writing under your question: Public Experiences and Reported Potential Adverse Health Effects. I have been biologically impacted from EMF/RFR for many years. I have a medical diagnosis from my physician and have attached a redacted version of the letter that she provided to the U.S District Court Court stating this diagnosis, and that I would not be able to participate in Jury Duty, due to the biological impacts of the EMF/RFR present in the court's environment-the request for dismissal was granted. I want to begin by saying that millions of people around the world are biologically affected by EMF/RFR and these numbers are steadily growing as a result of our everyday exposures. In my own life, I have had to make significant changes in order to stay healthy in our modern wireless world. When exposed to EMF/RFR via wireless/cellular devices and infrastructure, I experience biological flu-like symptoms, ear pain and heart palpitations which quickly resolve once I am away from these exposures. While these are the biological effects I observe in the immediacy, I also note that EMF/RFR has been demonstrated to cause inflammation and Oxidative Stress which play out in the body over time. Protective steps in daily life: -No wireless devices-everything is hard wired -Landline- no cell phone. -Opt-outs for all smart utility meters -Driving an older car with no EMF/RFR -Financial investment monthly for extra charges for utility meter opt-outs -Financial investment into RFR/EMF meter, RFR/EMF blocking curtains, tents. clothing for use when outside the home and when traveling to secure these environments. For reference: RFR/EMF blocking clothing-$100- $350 per item RFR/EMF meters- $300- $500 per meter, RFR/EMF blocking tents- $1500- $3500 RFR/EMF blocking curtains $300 per set Utility smart meter opt-outs$10 - $75 monthly per meter. Daily realities: -No safety from RFR/EMF anywhere outside home. -Can no longer work outside of home. -Necessity of RFR/EMF protective clothing & products outside the home. -Ongoing difficult asks and conversations with family, friends- regularly -All appliances, cars, computers, devices have to be hard wired and safe with RFR/EMF; immense and time consuming effort maintaining and finding these resources- ongoing Considerations -More and more people are seeing biological effects with growing exposures. -The industry blocking info on biological & environmental harms and thus the solutions. Bio-effects are 100% preventable. -Regulatory agencies and policy makers are not regulating this discussion due to the immense power of telecom. -The U.S. has a poor history with environmental toxicants, action not taken on lead for over 70 years after established as unsafe, similarly with asbestos, PFAS, tobacco. -Our millennials, the first generation to grow up with significantly increasing exposures to RFR/EMF identified as the unhealthiest generation on record according to the Blue Cross Health of America Report. Directly correlates chronologically to increased EMF/RFR exposures Solutions; Industry, Regulatory Agencies & Policy Makers: -Formally acknowledging the biological/environmental effects of EMF/RFR -Instituting safer biological emissions/exposure standards -Instituting emissions to be capped at 10 Microwatts per meter squared per all devices/infrastructure- align with biological exposure guidelines. -Instituting safer designs of cell phones, devices, infrastructure -Instituting “off means off” on all cell phones, wireless systems/devices-no transmitting in airplane or when wireless options are “off.” -Instituting factory settings of all wireless devices at the lowest setting and making them adjustable. -Instituting that EMF/RFR emission standards are set and regulated by HHS/FDA/medical/scientific experts. - Instituting rules prohibiting those regulating telecom in the FCC/HHS/FDA from being employed by the telecommunication industry for at least 5 years before or after their regulatory position has begun/ ended. -Re-open the TCA and allowing biological/environmental health and safety considerations. -Review the New Hampshire Commission's 390 page report and use it as a model for protective policy with wireless radiation. -Institute the industry assuming legal liability for the safety of their products. Thank you for your consideration and I hope that you will use this inquiry as an opportunity to make the changes that are both doable and will allow for a healthier, safer and better future for us all. I believe that it is time to seriously address the negative effects of 5G radiation on human health, especially that of children. I will cite two scientific studies, of many, that describe the deleterious effects of 5G radiation. Any reasonable conclusion would be that to continue to use this format for our basic internet communications would require adequate shielding from the radiation. Without that, we are risking our future - and not just of homo sapiens. Please look at the depth and breadth of studies of this subject. It will not just 'go away' because powerful interests say it's absolutely necessary. We know that is not true. Thank you for your consideration of my comments and the research papers I cite.

Field observations are from my client work, not controlled studies. SUMMARY Much of the RF exposure in homes and schools comes from radios doing nothing useful. HHS can reduce it now, at near-zero cost, without new limits, bans or a causation ruling. [Opinion] FDA already has this duty under FD&C Act section 532(a)(5), which Q5o quotes. [Evidence] KEY ASKS 1. Off-by-default and persistent-off: radios that are not needed ship OFF and stay OFF through updates and power cycles unless the user turns them on (FDA performance standard or guidance). 2. Wired + disable: stationary appliances/devices, including internet-provider modem/routers, offer a wired connection and a way to turn off all radios. 3. Nighttime protocol: free guidance for families. Phones fully off and away from the bed, and Wi-Fi off at night. Also proposed: an "all radios off" mode on phones, and Ethernet calling for phones connected by wire. I am an epidemiologist and personally began reacting to wireless radiation exposure several years ago. I was living in a condominium unit when Comcast/Xfinity came out with their new modem that broadcast a public hotspot. I have documented myelin damage in my spine and my symptoms of numbness and pain similar to an exacerbation of multiple sclerosis became severe. I also began having focal seizures which had not occurred in over 10 years. I talked to other people who had a similar experience of central nervous system reactions. One was a mother whose next door neighbor got one of the new modems (the hotspot was made to broadcast up to 300 feet). A few years earlier her daughter had brain surgery to try to resolve seizures from a birth defect and she had been seizure-free since then until this episode. I talked to another person whose son had a metal plate in his skull which was placed after a serious accident. Comcast had upgraded their modem and he began having seizures. I talked to a pediatric nurse at a local hospital who said in the past several weeks they'd had a notable increase in children coming in for treatment of seizures. Turning off the hotspot feature manually did not work because frequent automatic updates reset it to default to broadcasting the signals. Comcast finally gave us instructions on how to call in and have it disabled by an agent. After doing this, all my symptoms resolved, but every time a new neighbor moved in using one of their modems it would happen again. I asked them if they would disable the public hotspot and in some cases I even bought them a third party modem that did not broadcast that signal. One night I began having seizures and numbness and could not identify any new neighbors but my phone was showing an access point. It turned out to be a neighborhood public hotspot mounted on a phone pole across the street from my bedroom. With the help of a city commissioner and medical documentation, Comcast sent someone out to disconnect it and the symptoms resolved. It happened again several months later, and someone on their crew had seen the dangling line and reconnected it. At first they insisted it was not active, but then they came out and confirmed I was correct. Over the next several years, many other companies began producing modems with multiple signals to cover guest access, in-home security systems, smart TVs, and hidden signals that no one could define for me (a typical modem now emits 3-5 signals simultaneously). This overlapping of broadcast wireless radiation like this has never been studied, yet people in multi-family units like apartments, townhomes, condominiums, and medical facilities are getting exposed regularly to increasingly strong broadcast levels which we never anticipated when wifi was first utilized in homes. I could no longer keep up with the exponential increase in usage by talking with neighbors individually, and many providers now do not allow you to adjust the signal strength or completely disable all the wireless broadcasting. My symptoms became so disabling I finally had to move to a single family home which was a significant financial hardship because of the higher cost of housing. After studying the impact of 2.4 GHz and 5 GHz frequencies on human tissues, I suspect that people with any type of myelin-related health conditions (which might include multiple sclerosis, brain injury, autism spectrum disorder, and aging disorders affecting the brain) are especially susceptible to the non-ionizing effects of wireless radiation on the nervous system. We desperately need updated studies and guidelines to protect these vulnerable populations.

I had to move out of a condo unit I owned, which was supposed to be my forever home, because my neighbors all got Roku boxes on the same day. The HOA had negotiated a new contract that now included that service. I didn't have a smart TV and never wanted one. I became very ill quite quickly. Suddenly I couldn't sleep, I felt extremely irritated all the time, and developed headaches and constant tinnitus. One day I had an a-ha moment, connected the dots, and when my condo was tested for EMF the levels were so high that it pinned the testing meter. I knew that I had to move and sell my condo. I could never live there again. I thought that as soon as i got out of that environment I would immediately feel better, but that was not the case. It took several months but slowly my health improved and all of the symptoms disappeared. However, I remain sensitive to EMFs. I can't be around high levels of radio frequency radiation for long periods of time or the symptoms return. I can't imagine how many people are being harmed without ever knowing it. Please do something to address this silent, invisible killer. Reduce the allowable levels of household EMF. Take into account the cumulative effect of multiple sources of EMF and the impact on the body.
