Hello, I used to live in the Paris region. I worked with computers, and I lived in a lovely house with my husband and our two children. In 2013, I could no longer sleep. I was exhausted, I had tinnitus and severe headaches. I searched the internet using these keywords and discovered that I was ElectroHyperSensitive. I could no longer tolerate cell phone masts after the mast near my home was upgraded to 4G. At home, I switched off the Wi-Fi, got rid of the DECT phones, the Bluetooth keyboards and mice, and turned off my mobile phone. But my neighbors’ Wi-Fi was causing me pain, and as soon as I went outside, other people’s mobile phones became unbearable. So I left my job and left Paris. I moved to the countryside with my children, living in a mobile home on a friend’s land. Then a mast one kilometer away was upgraded to 4G+, and I had to flee again. Eventually, I found a house deep in the forest... and I feel well there. But as soon as I go outside, I suffer. So I have been confined to my house for 14 years because of EMR Syndrome. I no longer have access to medical care, I can no longer attend choir practice, I can no longer go to my children’s end-of-year performances, or attend parent-teacher meetings. This is no life.

I am submitting this comment as a resident of Paris, France, living near a site hosting multiple mobile phone base stations. My purpose is not to provide a scientific conclusion but to present information that may be relevant to the FCC's review of real-world RF exposure issues. In my residence, concerns have arisen regarding exposure to radiofrequency electromagnetic fields from nearby telecommunications antennas. Independent measurements commissioned by me reported significantly higher exposure levels than those previously identified through an official measurement process. French authorities, through the Agence Nationale des Fréquences (ANFR), informed me that an official measurement performed in my residence on 25 January 2024 resulted in a global exposure level of 4.29 V/m and concluded that the installation complied with the applicable French regulations. The ANFR stated that this value was below the 6 V/m threshold used at that time to identify an atypical exposure situation. However, subsequent measurements obtained independently reported substantially higher values, including measurements reaching approximately 30 V/m according to the documentation submitted to the French authorities. Because of this discrepancy between the official measurement and the subsequent measurements, I believe that additional attention should be given to: Real-world residential exposure conditions near wireless infrastructure; Variability of exposure levels over time; Measurement methodologies and their limitations; Long-term exposure assessment in occupied dwellings; Transparency and reproducibility of exposure measurements. For transparency, I am submitting both the independent measurement report and the response received from the ANFR. I respectfully request that the FCC consider situations where different measurement campaigns may produce significantly different results and evaluate whether additional research or monitoring could help improve public understanding of residential RF exposure. Thank you for considering this information.

I am a resident of Paris, France, and I would like to submit information that I believe may be relevant to the FCC's ongoing review of radiofrequency (RF) exposure issues. Attached is a measurement report documenting RF field measurements performed in my apartment, located approximately 79 to 90 meters from a building hosting multiple mobile phone base station antennas. According to the report, repeated measurements were conducted between October and December 2025 using a Narda SRM-3006 spectrum analyzer. The report records several RF field levels above 6 V/m and 9 V/m, with higher values observed during certain measurement sessions. The measurements were performed on multiple dates and in different rooms of the apartment, both with windows open and closed. The report also includes observations regarding exposure from several mobile network operators and contains technical measurement data and photographs of the environment. I respectfully request that the FCC carefully consider evidence relating to: Real-world exposure levels experienced by residents living near wireless infrastructure; Long-term exposure to RF emissions; The adequacy of current exposure assessment methods; The need for continued research concerning residential exposure scenarios. I am submitting this document in French because it reflects the original measurements and observations. An English summary can be provided if necessary. Thank you for considering this information as part of the public record.

Re: FCC Seeks Comment on RF Exposure Issues Subject to D.C. Circuit Remand in Environmental Health Trust …

ORIGINAL COMMENT · UNEDITED TEXT
Re: FCC Seeks Comment on RF Exposure Issues Subject to D.C. Circuit Remand in Environmental Health Trust V. FCC - ET Docket No. 13-84 As a Doctor who has been injured from radiofrequency radiation, I have a sincere interest in updated, evidence-based regulations of the FCC to protect all living things from the known biological harm of RFR. The FCC is currently not fulfilling its mandate to promote the “safety of life and property” (Communications Act of 1934). Since 2018, living near a cell tower, sleeping close to a smart meter and having a wifi router from a neighbor within 10 feet of my sleeping space, I have had neurological harm. Since then, when I'm near a wifi router or another person's phone or smart watch, I get burning pain on my skin in the area closest to the pulse-modulated RF radiation. I also get severe fatigue, brain fog, a pressure headache, and the next days to weeks I feel "hungover" from the exposure. It makes normal functioning very difficult. When I sleep next to someone with a smart watch on or sleep in a house/hotel with wifi on, my sleep is very poor- I wake up many times and have trouble falling asleep. When I sleep at home with our wifi router turned off and phones off, I wake up much more rested and do not wake up in the middle of the night. I fear for my young daughter and unborn baby, since research shows their brains absorb much more radiofrequency radiation, and it is pervasive in classrooms, places of worship, as well as playgrounds. I am calling for more research on the biological harms from radiofrequency radiation, particularly pulse-modulated RF radiation. As more cell towers proliferate and new bands of frequency are being used, there needs to be a halt to all new infrastructure until solid research has been done to investigate the impacts on living beings- humans, flora and fauna. The current FCC guideline is based on an antiquated study from 30 years ago. Telecommunications have changed drastically over that time period, so those guidelines are now irrelevant. What studies have the FCC done to evaluate RFR's effects on cellular health and oxidative stress, which manifest into countless disease states? What about neurobehavioral outcomes, like children learning in school near a wifi router, or productivity and concentration in the workplace? How are migrating animals and insects affected by the never-ending bombardment of frequencies running through their bodies? How does that impact ecosystems and ultimately human health? Europe has more stringent standards on pulse-modulated RF radiation to protect the health of its citizens and wildlife- why don't we mirror their regulations as a starting point and add on as more research has accumulated? The cost of inaction is far too high- if the FCC fails to produce relevant research to protect the health of all living beings, what is the cost to all of humanity? The cost of healthcare is already astronomical in the US. Could limiting the number of towers, satellites, smart devices, band frequencies and the power produced by these structures decrease the amount of human suffering and cost of "mystery" chronic disease states? Before any new technology is developed, I urge the FCC to study chronic radiofrequency radiation exposure at ambient levels in a cohort study as well as RCT studies to assess the cellular and physiological changes with acute exposure to pulse-modulated RF radiation. Please see the references attached as evidence to support my claims. The inaction of federal agencies, including the FCC, in studying the biological and environmental effects of RFR and pulse-modulated RF radiation is extremely disappointing. As a Doctor and one who has been injured by RFR, I see the damage this has on my patients as well. I did not consent, nor do I consent today, to the continuous, involuntary exposure to biologically active RF radiation. Please allocate necessary funding to study RF radiation's effects on living beings. It is the ethical, responsible action to do that. ORIGINAL COMMENT · UNEDITED TEXT
I am sensitive to electromagnetic frequencies (EMFs) and radio frequencies (RFs) caused by cell phones, electricity, WiFi, cell towers, and other wireless and electronic devices. To say that the discovery of my sensitivity greatly impacted my life, is an understatement. It nearly RUINED me, I had thoughts of ending my life. It has certainly ruined my career as a public school teacher. I can no longer teach in person because I cannot tolerate being around antennas, cell phones, smart meters, and all of the other miscellaneous wireless devices. I am forced to work from home and do not make nearly the amount of money that I used to make. I began having health issues in 2016. My symptoms included leg numbness, brain fog, balance issues, gastrointestinal issues, heart issues, and list goes on. I had never had any health issues prior, at that time I was in my mid 40s. That year, in 2016 was the first year they put WiFi on the ceiling of my classroom. Additionally, I was in a classroom with several iPads and cell phones. Through my health insurance, I had several tests done. The doctors told me it might be MS or a brain tumor. Over a 4 year period, I had blood tests, MRIs, nerve tests, endoscopy, colonoscopy, ekg, and several visits to address the many symptoms that I was experiencing. In the spring of 2020, 5g towers were being deployed all over my city and around my neighborhood. I started developing ear infections, heart issues, and my body felt like it was vibrating all the time. I knew that I hit the end of the road with Western Medicine, all the tests were inconclusive and there was nothing they could do for me. So, I decided to take matters into my own hands. I got rid of my WIFI and cell phone, I fully wired my home and began sleeping with the electricity off in my bedroom at night. I was still living in a housing tract and was surrounded by cell towers, so my symptoms did not completely go away, but they were greatly reduced by the changes I made. Today, I live with a lot of land separating me from my neighbors. I have a shield on my smart meter, as my electric company will not entertain an analog meter and I am 3 miles from the nearest cell tower. I do not allow cell phones or other wireless devices in my home. I now live a relatively comfortable life with minimal symptoms as long as I stay home. When going out to run errands or traveling I often experience the following: headaches, watery eyes with head pressure, trouble focusing, brain fog, inability to think clearly, balance issues and many other health symptoms depending on the type of EMF or RF and the concentration. I cannot be comfortable out in public, my trips are usually very short. There is plenty of research out there that shows the dangers of wireless radiation. In 1971, the Naval Medical Research Institute in Maryland researched the biological effects and clinical manifestations attributed to radio frequency and microwave radiation. I highlighted the symptoms that I have personally experienced as a result of wireless radiation. In the Naval Medical Research Institute report, they found that the radiation caused all of the following and more: heating of organs, corneal damage, altered menstruation, altered fetal development, liver enlargement, decreased lactation in nursing mothers, altered renal function, changes in the oxidative processes in skin and organs, altered blood flow rate, electrocardiographic changes, myocardial necrosis, dehydration, death, headaches, insomnia, cranial nerve disorders, seizures, convulsions, altered heart rhythm, structural alterations in synapses of vagus nerve, stimulation of parasympathetic nervous system and inhibition of sympathetic nervous system, depression, impotence, anxiety, lack of concentration, tremors, dizziness, scalp sensations, chest pain, increased irritability, blood disorders, vascular disorders, biochemical changes, metabolic disorders, gastrointestinal disorders, endocrine gland changes, and genetic and chromosomal changes. Along with all the scientific evidence that is cited below in all the research documents. I have personal experiences which I feel relate to health and safety. My father died of cancer 5 years ago. He didn't like or use cell phones but once he had one that was smart he slept with it by his head listening to music. Talked to friends for hours with it by his head. After getting the smart cell phone he got cancer within 2 years of having teh smart phone and died within 3 months of diagnosis. He had a growth in his neck next to where he would rest his cell phone on his pillow in bed. He believed and so do I that the cancer was because of his cell phone use. I personally can not sleep when wifi is on or near me. When traveling, I have to sleep with a EMF blocking hat to sleep, otherwise my brain has the to do list running all night long. I try to make our cell phones safer by putting EMF shielding fabric in our cell phone cases but I worry about my kids and their use. They do not understand the dangers. They say everyone has their cell phones with them all the time but they are not old enough to see the evidence or experience friends dying from the shape of a tumor where they held their cell phones up to their heads. We have 3 additional friends who died of brain cancer besides my dad. If regulations were nation wide kids would understand the actual dangers. We need safer regulations! The Smart Meters that Eversource and National Grid are now installing on every house in Massachusetts and across the country are far more intrusive on our privacy than Flock Cameras. Smart Meters are far more dangerous to our health through the EMFs they emit continuously. These Smart Meters have also been linked to fires, though it is hard to prove since utility companies nationwide rush in and grab them from any fire and they disappear. And I will be paying over $500 a year to have a "non-communicating" meter installed so my wife and I will not be subject to these EMFs which do far more damage to humans than they are admitting. Please stop this travesty. Brice Hereford Conway, Massachusetts

I have a friend who was keeping his phone in hip pocket. He went thru airport security screening and had taken it out, but he was stopped due to x-ray showed radiation on hip area (where his phone had been). He also had been having hip pain. I told him, never keep phone next to his body, due to Electromagnetic radiation. Also have read research from years ago about women who kept cell phones in bra, then developed breast cancer some years later. I always tell this to women, when I teach classes or do consultations on health.

The SAR scam states the safety level of wireless radiation is 1.6 Watts per kilogram of weight. In 1951, as Dr. Andrew Marino states, the newly-invented FDA microwave ovens ( then called 'radar ranges' ) needed a label on cooking times for certain recipes. So they experimented on animals, mostly dogs, with the radar first and this caused blindness and some testicular degeneration. then the report stated 'the animals were not tested while they were dying'', and they then dissected the dog into separate kilograms of skin, muscle, oragn, and found the rare to med rare dog meat would be the safety level the FDA handed to the FCC to use as a safety level. There is no safe level of microwave irradiation, as Dr. Marino states- the two cases are irrelevant. Scientist Dr. Olle Johansson states a cosmic storm is the only safe level ( .0000000001 mW/M2 to .0000000000001 mW/M2 ). Scientist Barrie Trower's interview with Deb Tavares says it all: 'The Cooking of Humanity", exactly what this is- WIFI must be removed from schools and all public places, and cell just used for emergencies. Thank you.

I live in Germany and used to work for IBM and Airbus Helicopters. In April 2000, I had an epileptic seizure. My Neurologist sent me to a center for Epilepsy and they found an abnormality in my brain called "Polymicrogeria": many little wrinkles. They explained that this abnormality in the brain is formed by too few Oxygen in my Mothers womb. It all made sense. Since birth I have always had a little "Hemiparesis" on the left side of my body. That was all. Beside the problems moving my hand, I was healthy. I agreed to try out anti-epileptica. After a while neurologists had found "Keppra" that kept me stable without making my extremities shake or making me sleepy. I did not have seizures until 2012. Then, seizures started again. The answer to my question: "Why?" was "Age". That was rediculous, as I was 40, not 90. I got each new medicine that was released. However, the seizures remained. The two drugs I still take (Lacosamid and Briviact) dampen the activity of neurotransmitters and receptors in my brain.Seizures remained and became worse. I started falling. In 2020 my wife said, she cannot cope with my epilepsy, so we divorced. Neurologists and a Rehabilitation clinic said that I was drug-resistant. In Europe, this led to a pension due to incapacity for work. I could stay at home. Then I sat alone at home and recalled what had happened in the years between 2000 and 2020. I started using WiFi, Cell Phone and Blue-Tooth. Could that have causes my misery? I bought devices that measure and save RF-Power densities. Computers, Excell, etc. was my profession, so I used these devices for 7x24 measurements that I compared with the date/time of my seizures. I continued these with correlation and regression analyses that for 2 years showed the same result - Days with low measured results => hardly ever sizures - Days with high measurements (high average or high peak values) => seizures were certain after a couple of seconds to 3 hours I published the results at my webpage: https://epi.frankmathieu.de Here you see the correlation between RF average per day and count of seizures during this day. The results are backed up by a regression analyses. RF-Power density in µW/m² and dbm correlate best with seizure count. This year, I got the confirmation, when I shielded the ceiling of my flat with paint from YShield against the WiFi from above that had caused drop attacks. I do not have any seizure, only if I leave my flat. The RF-Radiation 2.4GHz from above did hit me multiple times per second with power densities of up to 3000µW/m². Now it is less than 1µW/m².
