Public Comment to the Federal Communications Commission (FCC)
ET Docket No. 13-84: Reassessment of RF Exposure Limits I urge the FCC to open a new proceeding to reassess its radio frequency (RF) exposure limits and work directly with the Department of Health and Human Services (HHS) to ensure that those limits reflect current scientific evidence, including potential biological effects beyond tissue heating. Wireless infrastructure has expanded dramatically, with antennas and cell towers appearing on schools, apartment buildings, and near people's homes. Wi-Fi, smart meters, and wireless devices are now widespread, often with limited public discussion about potential health and environmental impacts or the availability of alternatives. I have personally experienced headaches, nausea, feeling unwell, neck and chest tightness, ringing in my ears, and a hot, tingling sensation in my hand when holding a cell phone. I have noticed differences in how I feel under certain wireless conditions, including when using Wi-Fi compared with a wired Ethernet connection. I recognize these experiences do not establish causation, but I believe they warrant serious consideration and further independent research. The FCC should not rely solely on protection against excessive tissue heating without transparently evaluating the broader scientific evidence concerning possible biological effects. I ask the Commission to: 1. Open a new proceeding to review and update its RF exposure limits. 2. Work with HHS and independent researchers to evaluate the latest evidence on potential biological effects, including effects not explained by heating. 3. Improve public access to exposure measurements, the scientific basis for safety standards, and any remaining uncertainties. 4. Consider practical alternatives, including wired technologies, and the environmental and community impacts of expanding wireless infrastructure. 5. Provide meaningful opportunities for public participation before finalizing revised standards. I am also concerned about who benefits financially from the rapid expansion of wireless infrastructure and whether commercial interests are receiving greater consideration than public health, environmental protection, and informed public choice. I urge the FCC to take concrete action, commission a transparent review, and work with HHS to ensure that its standards are informed by the full body of credible scientific evidence. The public deserves transparency, accountability, and a meaningful voice in decisions that affect our homes and communities. Thank you for considering my comments.

Hello from Finland! I'm writing about my own experience of reacting to wireless devices and networks. When 4G was launched in Finland, "a net stick" was installed on my laptop, through which I could access the internet. At the same time, I bought an iPhone. My face was always red and hot after using Internet via laptop and after a few months my left hand and my right hand index finger started to hurt and tingle after using the iPhone as well. Then, the operator offered a tablett that has internet connection and would also work as a server for my laptop. That tablett screen was so electrical, that it stack in my fingers almost like there was some kind of glue on it. I discussed many times with the operator about this strange fenomen, but nobody knew, what was the problem. Well, after receiving my EMF meter, the picture got crystal clear! I haven't used that tablett since. At that time I went on business trips to different cities in Finland and at the same time there could be up to 5 mobile phones in the car, several of which were in use at the same time. On such trips, I suffered from really severe fatigue, nausea and headaches, and the confused feeling could continue even days after such a trip. I connected the nausea to the mobile phone being on, as I once turned on the phone in the car and immediately a wave of nausea attacked me. The difference between the real car sickness and EMF sickness is clear; car sickness makes you vomit, EMF sickness gets better, once you exit the vehicle and the metal box filled with EMFR and you don't vomit. The feeling however starts in the back of your scull for both conditions. Later on, I even unknowingly tested the effect of the phone and noticed that, for example the arrival of a text message while driving causes a rapid, stabbing headache, and the ringing of the phone causes nausea and a dizzy sensation in the head even before the phone makes a sound. One time, my friend had, according to my wish, switched off mobile data, but she got a normal call during the drive and she just turned the voice down, but let the phone ring for a long time, because she didn't understand, that I really suffer because of it. I was about to throw up and faint for the rest of the journey. I had to roll the window down to keep us on the road. When we got home, she noticed, that the phone had rang almost 15 minutes in a row. I was absolutely wrecked for two days afterwards. After that episode, phones are allowed in my car only in aeroplane mode. I can feel, when I am driving in the middle of two cell towers, because I get nausea and my eyes start to wander on the road ahead. Usually I also feel sudden weakness in my shoulders and arms and I need to open the window. Also some cold sweat may appear. That is scary. GPS is a BIG "NO NO" for me. I get really dizzy if somebody wants to check our location while driving. In public spaces with Wifi or WLAN, I feel a strange nervousness in my body and I find it difficult to concentrate on what I read in the library, for example. I feel almost like before a migraine, when at least I have the feeling that my head does not "belong to the body", but is somehow separate. It's difficult to explain. In places like this, even in schools where I have worked as a substitute, it is difficult to find words and I feel awkward, not relaxed. At home, we don't have wireless networks and I've been able to reduce exposure. When I sleep, my phone is in another room and mobile data turned off. I've tried to talk to my children about the disadvantages of mobile phones and instructed them to keep their phone's mobile data turned off if they have it in their pockets. My children didn't get their phones until they were 11 and 12 years old, but both of them are already hooked on their phones after 3-4 years, and this is very worrying. I have manually chosen 4G in my phone and I get symptoms if only 5G phones are in the same room with me. Sometimes after such a day I get fatigue and even heart palpitations. I'm aftaid, that 6G will finally break my health. Besides my EMF sensitivity I have been absolutely healthy all my life and have no medication. I have, however experienced problems with mold in my work place some 20 years ago and I have understood, that many people sensitive for EMF have similar background. I'm 53 years old. Please, make this idiotic "progress" just STOP!!! You are killing people with your so called "safety limits" , that are from the last century and have nothing to do with safety of living creatures! People in Finland and all around the world are frying because of your lousy "science". EMF harms human body in many ways, the heating effect is not the only one. This should be clear by now!!! Mr. Kennedy, thank you for all your efforts in this and many other vital matters in this crazy world we're living in!

I am a pediatrician with over 30 years of experience. In the past 10 years I have seen an increase in adverse health effects from exposure to non-ionizing radiation in children. The effects can be profound like behavior problems, severe headaches, an inability to learn or sleep. By decreasing exposure i.e. going hardwired these children can improve and often their signs and symptoms resolve. The public safety guidelines for EMF need to be reevaluated URGENTLY and particularly for children. See the resolution adopted by the American Academy of Pediatrics in 2024 that was submitted to the Department of Health and Human Services today.

I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. The Court directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. Specifically, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices. The FCC should fully consider evidence and real-world experiences concerning the health and environmental impacts of wireless radiation, including non-cancer health effects, impacts on children, long-term and cumulative exposure, cancer, and impacts on wildlife and the environment. Here is just one study I believe the FCC should review when addressing the concerns about wireless radiation: McCredden, McLean, and Steinenmann (2026): Wireless sensitivities and comorbidities: A prevalence study of co-morbidities in Canada, Australia, and the United States Although this study does not establish causation, I believe the information gathered raises enough red flags to warrant further investigation of both the thermal and non-thermal effects of electromagnetic fields. These studies are crucial for studying its impact on both the human population and the environment. The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public. I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court. This issue matters to me personally. I have always been sensitive to electromagnetic frequencies. I first noticed it as a child when we would drive under high power electrical wires. I would feel “pressure” or pain in my head and chest. Decades later, as cell towers started to be constructed, I noticed increased intensity and headaches when within a certain range of cell towers. In 2012, while vacationing at a resort that was in close proximity to a cell tower, I ended up in the emergency room with chest pain. They found trace levels of troponin in my blood and a cardiac catheritization was performed. I was 44 years old and otherwise healthy. Around the same time, I started to have symptoms when near Wi-Fi and security systems, while holding a cell phone next to my head, when wearing wireless headphones, and when using Bluetooth in my car. Now, with 5G expansion, satellite technology, and increased security systems, my symptoms have increased tremendously and are often unbearable. There is frequent ringing in my ears, headaches, chest pressure, shortness of breath, and extreme fatigue. I find that it is especially bad on overcast days. I urge the FCC to give meaningful consideration to the experiences and evidence before it and to fully address each of the issues identified by the court. People should always come before profits!

Please address the concerns about cancer and reproductive toxicity that are raised in Melnick R and Moskowitz J, Exposure limits to radiofrequency EMF do not account for cancer risk or reproductive toxicity assessed from data in experimental animals. Please take account of Mevissen et al. Effects of radiofrequency electromagnetic field exposure on cancer in laboratory animal studies, a systematic review.

MY NEIGHBORS AND ANIMALS ARE DYING I am SICK. My family members have been SICK SINCE more than a hundred UNREGULATED TOWERS WENT LIVE over our community. This has been a challenge for me to get anyone to help in my community. I wanted to share my story in hopes of helping others. My story is one of many in Terrebonne Parish. After multiple (9) 300-foot 5G towers were put over our homes, four 300-foot 5G towers were put over my home and animal sanctuary, and four 300-foot towers were put over my office. At the same time, smart meters were put on my home, along with those of every other Entergy customer. I began getting sick, very sick. It began in my petting area with heart palpitations, headaches, vomiting, ringing in my ears, confusion, bleeding gums, insomnia, nightmares, dizziness, anxiety, ears buzzing 24 hours a day, severe fatigue, muscle weakness, and more. I have now been diagnosed with radiation syndrome / EHS (electromagnetic hypersensitivity syndrome) caused by extreme exposure to radiation. Many residents are experiencing similar symptoms. Countless children are now suffering. Being a very healthy person my whole life, this has been a life-changing situation. I am usually the one helping others; now I need your help. I never thought this could happen until I was forced to face it by becoming sick. I'm not sure where this illness will take me. However, I must do all I can to protect my family and my community. Seven neighbors on my street and friends have died after the towers went live over their homes. Many other residents are also sick. My community is surrounded by towers that have no regulatory testing information, nor does our planning department ask for it, citing the FCC's outdated RF radiation guidelines. I became certified in RF radiation testing. I now test the towers and smart meters. I can confirm that the EMF (electromagnetic frequency) / RF (radio frequency) radiation being emitted is extreme for every single product, tower, and smart device I have tested. It has been a fight to protect my family, my community, and myself, with EVERYONE CITING THE FCC'S OUTDATED RF RADIATION GUIDELINES. I had to learn all I could about this to protect my health and theirs. I've had to turn my home, where I have lived for 28 years, into an EMF-safe house (until I sell it), as well as my barn, which is surrounded by EMF material and protection. My bed is covered with EMF protection as well due to the radiation levels in my home. I now have to wear protective clothing all day. Leaving my safe area means becoming exposed due to the unbridled towers around me. I am a very private person. This is not easy to share, but if I do not ask for help now, many more innocent people will be sick, or they will die like my neighbors, my friends, and my animals. Since the towers went live, six of my horses have died instantly under the towers. All of my little animals have died. My 200-pound tortoises started going blind. I'm not sure where the daily radiation exposure will take me, so I thought now is the best time to ask for your help in making a change. Introduction Direct Energy Weapons Agency, Inc. sincerely thanks the Federal Communications Commission (FCC) for inviting public participation in its review of radiofrequency (RF) exposure standards, testing procedures, and potential health effects. Incorporated in 2021, our organization provides advocacy, education, and incident-documentation services for civilians reporting unexplained physical and neurological symptoms they believe may involve directed-energy, radiofrequency, electromagnetic, or acoustic energy exposure or assault. We support technological innovation while believing that public safety protections must advance alongside wireless technology. 2. Our Experience Our organization began receiving civilian incident reports because people repeatedly told us they could not find an agency willing to document their experiences. We could not stand by while Americans were suffering and feeling that their country did not care. Despite limited resources and no permanent physical investigation facility, we established procedures to receive complaints, conduct case reviews, and prepare incident reports. Approximately 1,000 civilians throughout the United States have submitted incident reports to our organization. Complainants describe unexplained pain, burning sensations, vibrations, pressure, sleep disturbances, unusual sounds, and other physical and neurological symptoms. Complainants stated in their reports that they have no mental health conditions and that their injuries are often misdiagnosed. Some believe remotely operated, wall-penetrating energy technologies are responsible for their experiences. Others report electronic intrusion, unwanted communications, and possible technology-assisted harassment. These reports do not independently establish RF exposure, identify particular devices, or confirm the cause of symptoms. However, they highlight concerns deserving appropriate scientific and medical evaluation. We have contacted federal security and investigative agencies requesting assistance with these reports but have not received a substantive response. 3. RF Exposure Standards and Testing We encourage the FCC to carefully review whether existing RF exposure limits and testing procedures adequately address today's wireless environment. This includes widespread mobile-device use, multiple sources of RF exposure, emerging wireless technologies, and potential health effects associated with long-term exposure. Special consideration should be given to children, who may experience many years of wireless technology use beginning at an early age. We encourage the FCC to examine reliable scientific research concerning possible non-cancer health effects and determine whether existing testing procedures adequately protect the public. We ask that conclusions be based on reproducible scientific evidence, with clear explanations of the strengths and limitations of available research. 4. Public Safety and Consumer Protection The advancement of wireless communications makes public safety, accountability, and consumer protection increasingly important. We encourage clear federal guidance on RF exposure standards, compliance requirements, and safe wireless-device operation. Our organization has also received reports from civilians who describe hearing external sounds, voices, or communications without being able to identify their direction or source. Directional speakers and Long Range Acoustic Devices (LRADs) demonstrate that sound can be projected toward particular areas or listeners over distances. These reports do not establish that acoustic devices caused the experiences described. However, they raise concerns about the need for appropriate technical and medical evaluations. An unexplained auditory experience should not automatically be classified as either a mental health condition or evidence of technological harassment. We encourage appropriate federal agencies to examine safeguards against the intentional misuse of acoustic technologies to threaten, intimidate, or harm men, women, or children. 5. Recommendations We respectfully request that the FCC: 1. Review existing RF exposure limits and portable-device testing procedures using reliable scientific evidence. 2. Evaluate scientific findings concerning potential non-cancer health effects and long-term RF exposure, particularly involving children. 3. Consider whether current testing procedures adequately reflect widespread wireless-device use and technological advancements. 4. Strengthen public education concerning RF exposure standards, regulatory compliance, and consumer protection. 5. Coordinate with HHS and appropriate federal agencies regarding RF exposure research, public health concerns, and safety standards. 6. Provide clear procedures for reporting suspected violations of FCC regulations and referring matters outside the Commission's authority to appropriate agencies. 6. Closing Statement The United States is a world leader in wireless technology. We believe it should also lead in public safety, responsible regulation, and consumer protection. People are asking for answers. They deserve credible scientific information, appropriate medical attention, and meaningful consideration of their reported experiences. We encourage the federal government to examine whether existing criminal laws adequately address the intentional misuse of emerging technologies to harm, threaten, or harass individuals. The public deserves safety standards based on current, independent scientific research, transparent risk assessment, and the precautionary consideration of potential harm to human health. Regulatory standards must be periodically reassessed as new evidence emerges, rather than presumed adequate simply because they were adopted decades ago. I respectfully request that this objection be entered into the official record and that the FCC undertake a comprehensive, independent review of its RF radiation exposure standards, including their scientific basis, adequacy for contemporary technologies, and protection of residents, workers, and other potentially exposed populations. From my personal experience: I have been overexposed to EMF and RF radiation from unpermitted 5G wireless base station installed right above our living quarters. This cluster of transmitters were operated under FCC Experimental Radio License utilizing untested, unauthorized prototype equipment without any prior testing for RF/EMF emission compliance. Our family started to feel ill effects right after the activation of these devices and the symptoms got worst with each passing day. It got so bad that we ultimately had no other choice then to relocate to a new apartment to get away from this constant exposure. My mother now suffers from EHS and other symptoms which greatly affected quality of her life. Despite the many complaint we reported to FCC of the nature of the antennas, being used for experimentation and testing and the site not being registered and so forth, FCC's response was that the equipment is operating within the FCC limits even though they could not provide such verification themselves for such unregistered prototype. I urge you to update your safety standards based on recent studies provided to you by many scientist from all over the world so general public has a chance for better protection and that people do not have to go through similar experience of loosing their home or health.
