I would like to see more robust testing of the short AND long term effects of EMF exposure on all humans (and not just the thermal effects), but especially long term exposure for everyone as well as to those vulnerable in the community like children and those with chronic illness. I'm concerned also about animal health such as cattle and the concerning court cases that have come out of parts of Europe regarding exposure to 5G. History shows us that technology should be considerate guilty until proven innocent when it comes to human health. Thank you!

I am writing regarding the FCC’s response to the D.C. Circuit Court of Appeals’ remand concerning its decades-old radiofrequency (RF) radiation exposure guidelines. The Court directed the FCC to provide a reasoned explanation for its decision that its guidelines adequately protect humans against the harmful, non-cancer-related effects of radiofrequency radiation. Specifically, the Court required the FCC to address the effects of radiofrequency radiation on children, the health consequences of prolonged exposure, the ubiquity of wireless devices and technological advancements, environmental impacts, and the adequacy of the FCC’s testing procedures for mobile phones and other portable devices. The FCC should carefully examine evidence and real-world experiences regarding the health and environmental impacts of wireless radiation—including non-cancer-related health effects, impacts on children, long-term and cumulative exposure, cancer, and effects on wildlife and the environment. Below is one study, among others, that I believe the FCC should review when addressing concerns related to wireless radiation: • Panagopoulos et al. (2021): Man-made electromagnetic fields: Ion-gated channel dysfunction, oxidative stress, and DNA damage—an examination of the evidence and proposed mechanisms linking man-made electromagnetic fields to oxidative stress, DNA damage, and cellular dysfunction. The FCC is not a health agency and possesses no expertise in medicine, biology, or public health. Yet, it continues to assert its authority over radiofrequency exposure standards and is preparing to conclude whether its current guidelines provide adequate protection for the public. I urge the FCC to recognize the essential role of federal health agencies—most notably the U.S. Department of Health and Human Services—and to draw upon appropriate expertise in the fields of health and biology to address the issues raised by the court. This matter is of particular personal concern to me because: For several years, I have suffered the consequences of exposure to electromagnetic waves; my health has been lastingly impaired (manifesting as chronic pain and severe sleep disturbances). I find it difficult to work in environments where such exposure exists; I can no longer travel by train due to the presence of Wi-Fi and passengers’ mobile phones; I cannot stay in hotels because of Wi-Fi; and my life has been significantly diminished by the omnipresence of these waves. I urge the FCC to give serious consideration to the experiences and evidence submitted to it, and to fully address each of the questions raised by the court.

Cell towers present a danger to the children around schools and adults of our community, many various studies have shown this. Cell towers have evolved from 1G, 3G to 5G and at 5G they can do damage, imagine the damage when they are 10G, 20G. Cell tower maintenance workers have to turn off the towers before working on them, if they are so safe why must the tower be turned off?

The Court directed the FCC to provide a reasoned explanation for its determination that its guidelines adequately protect humans against harmful effects of RF radiation unrelated to cancer. Specifically, the court required the FCC to address the impacts of RF radiation on children, the health implications of long-term exposure, the ubiquity of wireless devices and technological developments, impacts on the environment, and the adequacy of the FCC’s testing procedures for cell phones and other portable devices. The FCC is not a health agency and does not have expertise in medicine, biology or public health. Yet, the agency continues to assert authority over RF exposure standards and is preparing to reach conclusions about whether its existing guidelines adequately protect the public. I urge the FCC to recognize the critical role of federal health agencies, including the U.S. Department of Health and Human Services, and to rely on appropriate health and biological expertise when addressing the issues identified by the court.

Cell signals and WiFi signals including smart meters, cell towers and data center and the disruption they cause to human health and our environment have not been studied enough and yet we continue at a break neck pace to roll out our future with these so called technological necessities and advances. The public deserves to know all the risks and all the facts, period. Yes we live in a capitalism based society but this is is still allegedly a democracy built for people not corporations or energy companies. Please be good public servants and do your due diligence as people in positions of power. Thank you. Lara Wahl Eli Elkus Zuleica Booth

ORIGINAL COMMENT · UNEDITED TEXT
5G and artificial radiation ARE the cause of illness like seasonal flu symptoms and I have longtime proof. It's the 4th time now (in 3 years) and it is exactly the same scenario every time they change the artificial radiations. My mobile phone (2G) and router (4G) suddenly have zero reception for a period of about 3 days. During these 3 days I develop flu like symptoms due artificial radiations (the beacons or 'towers' emit something else) : headaches (I never have headaches any other time), tinnitus, sensation of pressure in ears, pain in full jaw, auditory feeling of high intensity unhearable sound (I've dabbled with music production in the past and the use of audio monitors so I know audio sounds that are unhearable by being too high or too low), mucus, generalized fatigue, light nausea. Those symptoms only develop during those special times, never when my phone or router are turned off for other reasons. I'm also slowly going blind in my eye connected to the brain hemisphere on which ear I place the phone. The cell towers keep emitting unusual radiations as indicated by my router that has full reception of something (full bars but other light hue), but zero internet. The phone keeps saying 'check operator messages' which also only happens during those 3 days. My health (mainly energy level) has significantly declined since the installation of a 5G tower and new cell towers near me (less than 1km). I have what you can find in '5G illness' or low level (way below official limits) artificial radiation long term exposure illness. Besides that I'm healthy, been living as healthy as possible all my life (no drugs, no junk food and since 2009 no vaccines due to adverse effects) and have been extensively documenting my health daily in my journal (Excel file) since 2005: exact things I eat, sleep schedule, energy level, physical activity, (lack of) meds etc. I'm never sick except for the occasional (2x a year) food poisoning and the artificial radiation episodes. Family members who switched to a 'smart' phone developed and report (to me) some or most of the list of typical '5G symptoms'. List to which accelerated aging should be added. My ex wife ditched her landline wireless phone approx 15 years ago after it made her quickly ill and she quickly identified it as the cause. I limit my EMF exposure (I have an EMF multi tester) as 3 years ago the electromagnetic field of a heater close to me caused me thrombocytopenic purpura to the adjacent body parts. EMF and artificial radiation are anything but harmless, not only proven in studies, but from personal experience! I have a university master's degree and analyzing things (far beyond my degree) is part of my daily life. So please stop making everything wireless and connected to the totalitarian radar net, update the limits to respect life of which you are a part.

ORIGINAL COMMENT · UNEDITED TEXT
I submit this comment as a 27-year-old resident of France who gradually developed severe, localized physiological and neurological symptoms from ambient and near-field electromagnetic fields since early 2021. It provides real-world data demonstrating that current regulatory safety margins completely fail to protect individuals with heightened physiological sensitivities. First of all, Current safety compliance models generally evaluate portable wireless devices under static, isolated transmission loads within laboratory environments. However, modern mobile applications, especially real-time navigation and maps, force simultaneous, high-capacity polling across multiple internal antennas, including GPS, cellular data, and Wi-Fi networks. This concurrent multi-radio aggregation drives localized thermal output and electromagnetic power density significantly higher than what is accounted for during single-antenna laboratory testing. The wireless industry itself explicitly recognizes this volatile phenomenon, as documented in hardware engineering blueprints like U.S. Patent No. US20120231784A1 (https://patents.google.com/patent/US20120231784A1/en), which designs proprietary methods for dynamic emission control to handle the erratic exposure fields generated by multi-carrier architectures. To more accurately align with typical consumer usage, it is recommended that the Commission update its Specific Absorption Rate (SAR) and power-density testing protocols. These updates should account for maximum simultaneous multi-radio aggregation configurations evaluated in realistic handling positions rather than standard laboratory spacing. Secondly, Current regulatory exposure models evaluate man-made radiofrequency (RF) emissions in isolation, which may overlook how background atmospheric conditions compound human physiological stress. Meteorological events like thunderstorms generate massive static electric charges, creating a highly dense, localized electrostatic field that acts as an environmental catalyst. For sensitized individuals, the convergence of these background fields, low-frequency device currents, environmental heat, and hardware acoustics can create a state of severe sensory overload within the central nervous system. Under these multi-field conditions, the brain may initially suppress immediate neural discomfort; however, the moment the primary environmental stimulus shifts, baseline neurological defenses can drop. This often triggers a central sensitization event, causing the nervous system to register the accumulated environmental irritation all at once as a sudden, sharp wave of debilitating pain. To more accurately reflect how individuals interact with a dynamic matrix of overlapping fields under real-world conditions, it is recommended that the Commission expand its exposure paradigms to account for these cumulative environmental co-factors and associated neurological feedback loops. Thirdly, structural metal enclosures, including subways, trains, elevators, and passenger vehicle cabins, can act as partial Faraday cages that attenuate incoming signals from cellular base stations. To maintain a stable network connection under these conditions, mobile device power-control algorithms automatically increase emission output toward maximum capacity. When an individual operates a handset directly against the ear inside a vehicle, this automated power surge occurs with zero physical spacing from the user, concentrating radiofrequency energy, increasing battery current draw, and elevating localized thermal output next to the central nervous system. For individuals with heightened physiological sensitivities, these transient spikes inside closed cabins can contribute to acute neurological tension and nervous system strain, even when devices are kept at a distance. To address these enclosed environmental dynamics, it is recommended that the Commission evaluate real-world transient exposure profiles and power-control spikes inside public transit corridors and automotive cabins, rather than relying solely on open-air, averaged outdoor metrics. Fourthly, the relationship between urban topography, architectural design, and radiofrequency (RF) distribution introduces complex spatial dynamics that standard shielding assumptions often overlook. While dense historic urban centers with thick masonry and stone construction inherently dampen external RF penetration, open coastal areas and low-profile environments with strict height limitations allow for less obstructed signal propagation, which can increase ambient spatial exposure. Furthermore, structural variations within buildings present specific localized vulnerabilities; standard glass windows often serve as unshielded entry points that allow ambient signals to bypass protective masonry, creating distinct exposure gradients near openings. Similarly, upper-floor elevations frequently align directly with the horizontal trajectories of elevated cell antennas, negating any presumed safety from height, while neighboring rooftops can scatter, reflect, and amplify signals rather than effectively blocking them. Consequently, addressing these material and topographical vulnerabilities requires a more nuanced understanding of architectural shielding to properly safeguard sensitive environments. The FCC should initiate interdisciplinary coordination with architects, material scientists, and civil engineers to fund research into, and mandate standardized compliance testing for, specialized shielding window glass and building materials. These structural innovations must be optimized to establish unified, continuous protection against ambient RF accumulation across entire building envelopes, regardless of unit elevation or proximity to neighboring rooftops. Lastly, transitioning to hardwired Ethernet connections and disabling wireless interfaces effectively removes high-frequency radiofrequency radiation, yet individuals with heightened sensitivities frequently report ongoing physical strain when operating close to active computer hardware. This discomfort extends beyond optical fatigue from blue light and is directly linked to low-frequency electromagnetic fields, thermal emissions, and localized electrical signatures generated by active internal components, motherboards, and current drawn by lithium-ion batteries. Because internal circuitry continues to project localized electromagnetic footprints even when communication antennas are inactive, current high-frequency regulatory frameworks remain incomplete. To ensure comprehensive safety in close-proximity device usage, regulatory bodies should expand their evaluation standards to thoroughly assess and mitigate the biological and physiological impacts of low-frequency emissions originating from both battery-operated and grid-powered consumer electronics. To conclude, current federal safety guidelines do not fully reflect the operational realities of modern consumer technology or the physiological impacts of cumulative, multi-field environmental exposure. Regulatory bodies like the Federal Communications Commission are encouraged to update baseline safety metrics beyond traditional thermal and oncological frameworks. Proactively establishing more conservative safety margins would better account for real-world usage intensity, multi-field accumulation, and non-cancer physiological or neurological feedback loops, thereby ensuring comprehensive protection for sensitive and vulnerable populations.

I measured wireless radiation exposure in people's homes for over ten years. During this time I was contacted by thousands of people whose health was suffering from over exposure. I can assure you that this is a real problem. Unfortunately, many more people are not aware that this exposure is actually the source of their health issues. Please be diligent in your study of this problem. It could affect generations of citizens. Thank you.

Here is what I know: if you take even minimal steps to reduce wi-if in the school, kids will be calmer and healthier. If health risks that doctors/scientists and thousands of studies do indeed exist, then we owe it to our children. We are bioelectrical beings, and wi-fi and cellular signals interfere with our cell-to-cell communication. Studies show wi-fi causes the cell membrane to leak, which produces a very destructive free radical and can contribute to cancer. Wi-Fi also has been shown to interfere with melatonin's ability to clean up free radicals. Other damages shown in the 1000s of studies performed: compromising the blood-brain-barrier (which keeps toxins out of the brain); cellular communication interference; damage to cell metabolism; single-and double-strand DNA damage; loss of DNA repair capacity in human stem cells; reduction in free-radical scavengers (particularly melatonin); abnormal gene transcription; neurotoxicity; carcinogenicity; damage to sperm morphology and function; and effects on behavior. This causes real damage to accumulate, especially in the small bodies of children. U.S. wireless radiation standards (set 20 years ago) based on a 6-foot, 200 pound healthy male? Why have no field studies been performed on children - and the child brain overall absorbs twice as much radiation as that of an adult, and their bone marrow absorbs 10x that of an adult. The following experts have said: • Dr. David Carpenter, M.D., public health physician educated at Harvard Medical School: "RF penetration is greater relative to head size in children, and they have a greater absorption of RF energy in the tissues of the head at WI-FI frequencies because their skulls area thinner, their brains are smaller, and their brain tissue is more conductive than that of adults since it has a higher water content and ion concentrations….Thus it is important that all of us, and especially children, restrict our use of cell phones, and limit exposure to background levels of WI-FI.” • Dr. Keith Black, Neurosurgeon, Cedars-Sinai Medical Center: “In children, the microwave radiation can penetrate deeper into the brain, and their cells are dividing at a much faster rate so the impact can be much larger.” As a side note, WiFi systems in school districts are usually much higher in strength than home systems because they are designed to operate hundreds of computers simultaneously and can be up to three times more powerful than a phone mast outside a school. This will be the first generation ever to spend 6-8 hours each day for years in industrial strength WiFi environment. Dr. George Carlo, who was the cell phone industry's Director of Research and was hired to run their $28 million dollar, 7 year research program to find out if cell phones were dangerous, is now an outspoken advocate of informing the public and calling for more research. We all love wireless. It has connected us, made life so much easier, and has brought information to our fingertips. I know the ease of cell phones, and the money behind cell phone companies is a powerful entity to fight, but if Dr. Carlo did the right things, so can we. Please I beg of you: we need strong leaders who care about the health of our children to step forward and protect them. Thank you for your time.
